Site work and new construction of a mixed-use development in Spartanburg, South Carolina. Completed plans call for the construction of a municipal facility; for site work for a municipal facility; parking garage; and parking garage.

Description of Project: Spartanburg County is seeking sealed proposals from qualified contractors for Construction Management At-Risk Services for County/City Administration Building and Parking Garage. Additional information is provided in the Scope of Work / Content of Responses section of Exhibit A of this document. The County reserves the right to divide the project into multiple projects if deemed necessary or beneficial to the County. Box 5666 Spartanburg, South Carolina 29304 Office Address: 366 North Church Street Room 1220 Spartanburg, South Carolina 29303 Mark Envelope: Outside of sealed Proposal envelope must be marked: RFP # 2025062 "SPARTANBURG COUNTY CONSTRUCTION MANAGEMENT AT-RISK SERVICES FOR COUNTY/CITY ADMINISTRATION BUILDING AND PARKING GARAGE" followed by your firm name and address. SCOPE OF SERVICES The selected Construction Manager At-Risk (CMAR) will enter into contracts for Preconstruction and Construction Services with Spartanburg County to be negotiated following selection. Initially, the selected CMAR will become familiar with The Robins & Morton Group's work products (schedule, site logistics, early cost estimates, etc) and will provide the County with basic services for the Phase II projects to include: evaluation of the Design Development estimate, construction cost estimating during Construction Document Phase, site logistics studies, and prequalification of subcontractors during the remaining design phase, and construction of the Phase II projects (including all landscaping and site improvements) under a Guaranteed Maximum Price (GMP) agreement scenario. Planning and construction coordination between the County's Phase II projects and the Multifamily Residential Wrap project will be critical to the Scope of Services. The proposed site is a full City block in downtown Spartanburg and is bordered by South Church Street(to the east), West Kennedy Street (to south), South Spring Street (to west), andWest Broad Street (to the north). The site previously contained Spartanburg City Hall (demolished in 2024) and currently contains Blue Moon Restaurant, a cellular communications tower, former Nautilus Fitness Center and an asphalt surface parking lot. The existing structures will be demolished prior to Phase II construction start and are excluded from CMAR's scope. The existing asphalt lot will remain and be addressed by the selected CMAR. The existing block is also diagonally traversed by existing and aged storm water and sewer infrastructure that serves a portion of downtown Spartanburg. The County is currently relocating those utilities and that work will be completed prior to construction start and is excluded from CMAR's scope. It is anticipated that the County/City Administration Building and Parking Garage sitework and ground improvements will commence in the 4th Quarter of 2025 based on an anticipated Early Release Package of the design drawings. It's anticipated that the Parking Garage will be completed first and will be available for CMAR use once completed (not open to the public during construction activities). It's anticipated that a cast-in-place concrete podium wrapping the Parking Garage and forming the base for the Multi-Family Residential Wrap building may also be included in the CMAR construction scope - this scenario is being developed. The Multi-Family Residential Wrap developer anticipates starting construction with their own builder once the cast-in-place concrete podium is substantially complete. It's anticipated that the Multi-Family construction will begin at the areas that interface with the uses of the County/City Administration Building. A landscaped Public Plaza will be constructed between the Administration Building and Parking Garage/Multifamily Wrap and will be included within the CMAR's scope. It is understood that site logistics, sequencing and coordination between the County/City Administration Building, Parking Garage, Plaza sitework, and Multi-Family Residential Wrap will be very complex. The selected CMAR will be mindful of the necessary coordination, communication, and collaboration with all involved parties to the greatest extent possible.
