Reference Number 0000290191 Question Acceptance Deadline 2025/04/09 02:00:00 PM MDT The scope of work for this Project is to provide Value Engineering Services for the design of the water system for Alexander First Nation. The following sections outline in general the scope of work and are not intended to provide every detail of the work to be performed by the Service Provider to achieve the objectives during this contract. Alexander First Nation completed a Regional Line Feasibility Study which was completed in April 2022. The Nation then retained the services of WSP in July 2023 to complete the design of the recommended water system design from the feasibility study. The project is currently at the 33% design stage and a value engineering study workshop is to be completed to review all portions of the project and determine efficiencies and opportunities for cost savings. The main objective is to provide the First Nation with a value engineering study conducted under the approved standards of the Canadian Society of Value Analysis and SAVE International and led by a SAVE International Certified Value Specialist. The scopes of the project include, but are not limited to the following: Initiation Phase 1) Preparation Phase - review materials related to the project to date including feasibility study, technical memorandums and design basis memorandum. 2) A kick-off meeting is held to identify the Value Engineering (VE) study subject, goals and objectives, participants, schedule, information, and logistics. Value Engineering Workshop Phase 3) Information Phase - The VE study team reviews the study subject's scope, schedule, cost, performance, quality, and risk. Various modeling techniques are applied to develop an understanding of this information. 4) Function Analysis Phase - The VE study team defines the project functions. The VE study team reviews and analyzes these functions, using recognized techniques such as random function identification, FAST diagrams, function resource allocation, and function performance specification to define functions, allocate performance and resources, and select functions for value improvement. 5) Creativity Phase - The VE study team employs creativity techniques to generate ideas to perform the subject's function(s). 6) Evaluation Phase - The VE study team follows a structured evaluation process to select those ideas that offer the greatest potential for value improvement while delivering the project's function(s) considering performance, quality, schedule, cost, and risk. 7) Development Phase - The VE study team develops the selected ideas into VE proposals with enough documentation to allow decision makers to determine if they should be implemented. Report Phase 8) Presentation Phase - The VE facilitator develops a report and/or presentation that documents and conveys the conclusions and results of the VE study. 9) Implementation Phase - The Project Management Team reviews the results of the VE study and decides which VE proposals to implement. An implementation plan is developed and executed in order to actualize the value improvements.
