Attention is called to Resolution 7404 of November 8, 2006, requiring bidders, their subcontractors, and their lower-tier subcontractors to hire only citizens of the United States. The City of Grove itself is exempt from the payment of any sales or use taxes. Bidders shall submit proposals only on the Bid Forms provided in the Construction Manual. Bidders should be prepared to submit the Subcontractor's Qualification Statement (A305) to the Construction Manager upon request. A Certified or Cashier's Check or Bidders Surety Bond, in the sum of 5% of the bid amount is only for bids over $100,000, as per statutory requirements, and will be required from each bidder to be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into said contract for the construction of said public improvements for said project and furnish the necessary bonds within thirty days from and after the date the award is made. The bidder to whom a contract is awarded will be required to furnish public liability and workmen's compensation insurance, acceptable to the City of Grove Authority, in conformity with the requirements of the proposed contract documents. We reserve the right to request a Subcontractor's Qualification Statement (A305) from the bidders. All proposals must remain irrevocable for 60 days after submission, meaning the bidder cannot withdraw or alter their bid during this period.
