Site work for a water / sewer project in Palo Alto, California. Completed plans call for site work for a water / sewer project.

The City of Palo Alto, Purchasing and Contract Administration, on behalf of the Public Works Department, Environmental Services Division requests a quotation for Small Full Trash Capture Device Installations:City intends to issue a General Services Agreement to provide for Small Full Trash Capture Device Installations as required by the Environmental Services Division. The term of the agreement shall be effective on the date of full execution of the contract and shall expire within three (3) months. MRP Provision C.10. Trash Load Reduction requires that the CITY implement trash load reduction control actions and trash generation area management requirements, including mandatory minimum full trash capture systems, to reduce trash discharge from 2009 levels to meet the goal of 100 percent trash load reduction or no adverse impact to receiving waters from trash by June 30, 2025. The CITY's Stormwater Trash Load Reduction Action Plan recommends the installation of up to 50 small Full Trash Capture (FTC) devices in specific Trash Management Areas to achieve the 100 percent trash load reduction goal requirements in the MRP based on an initial evaluation. Subsequent review and evaluation of trash load data has increased the recommended number of devices to install from up to 50 devices to approximately 60 small Full Trash Capture devices. Question Submission Deadline: April 7, 2025, 1:00pm Quote Submission Deadline:April 14, 2025, 3:00pm Correspondence shall be communicated through online. Should discrepancies be found in this RFQ or should there be a need to clarify this RFQ, Questions/Clarifications must be received by above date and time. Any Bidder may submit a Question or Inquiry to the Question & Answer section of this RFQ for the clarification of any aspect of the Specifications or any other related information, or part thereof, which is a part of the RFQ. Such request shall be submitted electronically A Pre-Bid Conference is not scheduled. The prime contractor for this work shall possess a valid State of California Contractor's License in the following category or categories: Class A/General Engineering or Class 8/Concrete Contractor or C12/Earthwork and Paving Contractor The City reserves the right to issue a written Addendum or Addenda to the electronic solicitation prior to the bid closing date and time. During the Bid process there may be changes to the Contract Documents, which would require an issuance of an addendum or Addenda. City disclaims any and all liability for loss, or damage to any Bidder who does not receive any addendum issued by City in connection with this RFQ. Any Bidder by submitting a Bid waives any and all claims and demands Bidder may have against City on account of the failure of delivery of any such Addendum to Bidder. Any and all Addenda issued by City shall be deemed included in this RFQ, and the provisions and instructions therein contained shall be incorporated into any Bid submitted by Bidder. Within ten (10) business days of issuance of the Notice of Award, the selected Bidder shall furnish City a Performance Surety Bond, and Payment Surety Bond. Both bonds shall be in the amount of 100% of the Contract Sum, and in accordance with requirements contained in the General Conditions of this RFQ. The CITY is seeking a CONTRACTOR to evaluate locations and recommend and install small full trash capture devices in the CITY's storm drain catch basins to meet MRP trash load reduction requirements. In addition, the CITY is seeking a CONTRACTOR that would also be capable of providing maintenance services for these installed small full trash capture devices, if the CITY requires these services. The project locations for the installation of small full trash capture devices (hereinafter referred to as "catch basin inserts") are situated throughout the CITY. Based on surveys conducted by CITY staff, there are 60 catch basins have been identified. This scope of work shall be used by the CONTRACTOR as the basis for the preparation of the proposal.
