The Neighborhood Services Department is seeking a qualified licensed Roofing Contractor to repair and/or replace residential roof systems within Titusville, which are funded through the Department's grant program. The City of Titusville Neighborhood Services Department will receive sealed bids/proposals from qualified firms to furnish the goods and/or services identified in the specifications document. This includes the option to upload the complete bidding package through online If submitting electronic bid submittal, Bidder shall submit all documents as indicated on the Bidder Checklist. All required documents must be fully filled out and signed by an official who is authorized to legally bind the Bidder on all solicitation specifications. Purpose The Neighborhood Services Department is soliciting bids from qualified roofing contractors to repair and/or replace residential roof systems within Titusville, which is funded through the State Housing Initiative Partnership program (SHIP) grant or HOME Investment Partnership grant programs. The City intends to make an award of this solicitation to a roofing contractor to be utilized as needed to assist residents in repairing and/or replacing their residential roof. Where judicious to do so, multiple awards may be made where a benefit to the citizens of Titusville being assisted under the grant programs would be realized. MINIMUM REQUIREMENTS 1.1 1.2 1.3 1.4 1.5 Bidder must be an active State of Florida Certified or Registered Roofing Contractor. Include a copy of State license, local business tax receipt, and liability and workers' compensation insurance certificates with bid. Bidder must have an established business address within a 40-mile radius of the Neighborhood Services Department, 725 S. De Leon Avenue, Titusville, Florida 32780. Bidder must have a minimum of three (3) years' experience in new roof installation and roof repairs. Bidder must have successfully completed a minimum of ten (10) roof replacements within the last three (3) years and be actively engaged in such work. Bidder must be in good standing with the City of Titusville, Federal and State agencies, and other municipalities. Upon receiving notification from the Neighborhood Services Department of a residence that has been approved for roof replacement or repairs; the Contractor shall perform a site visit to inspect the existing roof. Upon inspection of the roofing system, the Contractor shall submit to Department, on behalf of the homeowner, a written estimate. Contractors are required to submit with their estimate the type of roofing system to be removed and installed, the number of squares, identify the underlayment to be used, and identify the removal/replacement of other components such as vent stacks, ridge vents, drip edge, gutters, etc., allowances for wood replacement, and the number of days the repair/replacement will take with an estimated start date. Upon approval, the Contractor will be issued a notice to proceed from the Neighborhood Services Department on behalf of the owner. Please conform to the project specifications on each item in this contract. U.S. Government regulations prohibit the use of lead base paint. The below Scope of Work and the program's General Specification Book are an integral part of the "Bid Specifications". Both are necessary for an acceptable bid. It is the responsibility of the bidding GC 1.7 contractor to incorporate all indicated items from both, in their bid. All plans and specifications are also a part of the "Bid Specification" when so indicated. All bidding agents subject to program cost limitations. The stipulated work, as described below, is anticipated to correct violations of local Code or incipient violations. Upon satisfactory completion of the necessary work, issuance of the Certificate of Completion or passing inspection will signify satisfactory compliance with local Codes. It shall be the contractor's responsibility to thoroughly examine and become aware of all site/project conditions. Note- affidavits or work is not permitted under this contract.
