In June 2019, the City of Chula Vista declared a Homeless Emergency to address the public crisis involving homelessness in the city and in particular the more than 700 unsheltered living in the city. Over the course of several council actions, the City approved several response options including funding to develop and operate a homeless bridge shelter. The ultimate goal, to meet homeless individuals where they are and to support them in successfully transitioning into permanent housing. Development of the new homeless bridge shelter, Chula Vista Village at Otay (the "Village"), was successfully completed in June of 2023 and has been fully operational. The City of Chula Vista ("City") is seeking proposals from a qualified, operator ("Operator") to continue operations of the Village including: o Provide a Navigation Center to coordinate and refer individuals to services to successfully transition to permanent housing. o Provide those services necessary to support the health, well-being and safety of those residing in the shelter (e.g, crisis response, sanitation, security, and food services). o Accommodate adult individuals and pets. o Coordinate with the Chula Vista Homeless Outreach Team. The services under this award shall commence upon execution of the agreement with an initial term of the contract of three (3) years, or thirty-six (36) months. At the City's sole option, the term may be extended for up to two (2) additional one-year (12-month) periods. Furthermore, at the sole discretion of the City, the City Manager or their authorized designee may negotiate and approve up to five (5) additional single-year (12-month) extension periods.
