Project Description The City of Flint is seeking a qualified contractor to manage the Choice Commercial Facade Improvement Program, designed to enhance commercial properties' visual appeal and structural integrity at 1309 N. Saginaw Street Flint, MI 48503, and 1319 N. Saginaw Street Flint, MI 48505. The selected contractor will conduct property assessments, oversee exterior improvements and repairs, source materials, and ensure compliance with HUD Choice regulatory standards. This initiative aims to revitalize the corridor, fostering community pride and economic growth through strategic resource allocation, community engagement, and measurable impact evaluation. The City has allocated $125,000 per building which is a total of 250,000 for the project, which is federally funded through the U.S. Department of Housing and Urban Development (HUD). All work must adhere to applicable federal guidelines, policies, and procedures. Scope of Services The City of Flint is seeking professional construction administration and construction services for the following task: Development of Schedule - The contractor will be responsible for developing a planned schedule to meet all critical deadlines. This schedule should reflect both construction timelines and milestones for approvals, inspections, and necessary reviews by the City of Flint. Initial Inspection - The contractor will conduct thorough inspections of each property to identify deteriorating exterior elements. This process will include meeting with property owners to understand their vision, discuss scope of work, and review desired improvements. Development of Work Scope - Based on the property owner's vision and the findings from the initial inspections, the contractor shall coordinate with the City of Flint. Following this meeting, the contractor will develop detailed scopes of work for each property, outlining specific tasks and timelines. Additionally, the contractor will prepare accurate cost estimates to ensure the proposed work aligns with the project's budget. Budget and Scope Review - The contractor, will meet with the City of Flint staff to review the proposed budget and work plan. Upon review and agreement, the City will issue a notice to proceed, confirming that all parties are aligned on the scope and budget. Construction Inspections - Throughout the construction phase, the contractor will conduct periodic site inspections to ensure work is progressing safely and in alignment with the approved scope of work. The contractor will perform a final inspection upon completion of the construction phase. Additionally, the City of Flint, in collaboration with property owners, will create a punch list to address any remaining issues or deficiencies before project completion. 2 Dispute Resolution - The contractor will also be expected to assist in resolving any disputes between construction contractors and property owners, including issues related to warranties, quality of work, or compliance with the agreed-upon work scope. The contractor should act as a mediator to ensure that both parties are satisfied and that issues are resolved promptly and efficiently. Payment request - The City of Flint will review all contractor requests for payment. The contractor must submit appropriate documentation, including compliance with Choice HUD regulations and any other necessary paperwork as required by the City of Flint staff. Payments will be authorized by the property owner only after successful review and confirmation that work is progressing as per the contract. Close out - Work with the City of Flint to provide all required documentation for project closeout in accordance with Choice HUD regulations.
