Site work and new construction of an educational facility in Rockledge, Florida. Completed plans call for the construction of a 44,000-square-foot educational facility.
The School Board of Brevard County, Florida, henceforth referred to as the District or School Board is accepting sealed responses for Construction Management Services for Mid County Separate Day School (25-0786-Q-HD). Comprehensive Construction Management Services for a new approximately 44,000 sf stand-alone classroom building at Kennedy Middle School currently known as the Mid County Separate Day School. The scope of work will include comprehensive Construction Management Services for a new approximately 44,000 sf stand-alone classroom building at Kennedy Middle School currently known as the Mid County Separate Day School (reference Exhibit 1 Conceptual Plan), to include traffic and parking lot modifications. The building is scheduled to open for the 2027-2028 school year. a. The Separate Day School will be located on the southeast corner of the Kennedy Middle School property. b. Construction is planned to start by August 2025 with building completion no later than July 2027. Alternative schedules will be considered. c. The working budget is approximately $20 million. d. The District will be using a design by Harvard Jolly Architects. The conceptual plan details are attached as Exhibit 1. The construction manager will be expected to work collaboratively with the designer during the preconstruction phase. The Scope of Work includes the following components: a. Approximately 44,000 square feet. Space includes: Cafeteria/multi-purpose room Faculty lounge and restrooms Student restrooms Ancillary stage with associated equipment Mechanical room b. Stand-Alone Building and facility improvements as outlined in the conceptual plan c. Parking lot and drop off loop modifications and enhancements. d. Coordination with Brevard County and the City of Rockledge e. Procuring of fixtures, furniture, and equipment f. The construction manager will be actively involved in community engagement activities. These will include, but not be limited to: Providing, updating and managing content for District communication. Attending and providing content for community meetings. 3. Providing a bus loop and a new parent drop off/pick up loop and additional parking lot (reference Exhibit 1 - Conceptual Plan). The Construction Management Firm will be engaged to support all phases of the project including pre-construction, design, permitting, bid review, submittal reviews, construction administration and post-construction services throughout the entirety of the project. The Construction Management Firm must be able to provide comprehensive bid reviews, establish a GMP, provide support to the entire scope of work including, but not limited to specialties such as civil, structural, interior design, mechanical, electrical, plumbing and landscaping. Construction is planned to start by August 2025 with completion no later than July 2027. Alternative schedules will be considered. The working budget for all components of the scope of work is $20 million. The construction manager will be required to coordinate their schedule with utility companies and FPL to ensure an orderly planned construction of the facility and support infrastructure. Site improvements will include vehicle and pedestrian circulation, parking areas, stormwater management, hardscape, landscape, irrigation, utilities, lighting, fencing and any other civil infrastructure necessary to support the school. The construction manager selected may also be tasked with off-site infrastructure construction such as an access road, sidewalks, lift station, etc. In order to facilitate coordination with the design team, the top-ranked respondent will be required to submit a preconstruction services proposal within five (5) days of notification of intended award. The selected respondent will be required to submit a proposed Guaranteed Maximum Price (GMP) within 30 days of design completion. Note: Any further information about the proposed project will be provided to the short-listed firms only. At this time the committee is strictly interested in the CM firms' qualifications to provide construction management services and their experience with construction of similar size and scope. Question Deadline 04/17/2025 at 3:00 PM ET The deadline to submit questions related to this solicitation. Questions regarding this solicitation are to be submitted directly through electronically. Any questions submitted after the date and time specified may not be considered. The District reserves the right to award the contract to the respondent(s) that the District deems to offer the best overall proposal(s). The District is therefore not bound to accept a proposal on the basis of lowest price. In addition, the District, at its sole discretion, reserves the right to cancel this solicitation, to reject any and all proposals, to waive any and all informalities and/or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interest of the District to do so. The School Board also reserves the right to make multiple awards, based on experience and qualifications if it is deemed to be in the District's best interest. The District reserves the right to further negotiate any proposal, including price, with the highest rated respondent. If an agreement cannot be reached with the highest rated respondent, the District reserves the right to negotiate and recommend award to the next highest respondent or subsequent respondents until an agreement is reached. The District reserves the right to accept or reject any or all proposals received as a result of this solicitation, or to negotiate separately with competing respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the District.
