Renovation of a residential development in Birmingham, Alabama. Completed plans call for the renovation of a residential development.
PURPOSE Jefferson County Commission through its Office of Community Services and Workforce Development is soliciting bids from qualified vendors to provide Housing Rehabilitation services in accordance with state and federal laws and regulations, county policies and procedures and community standards of practice. INQUIRY DEADLINE April 10, 2025, by 4:00 p.m. (CST/ DST). All questions must be typewritten and emailed to Florencie Underwood & Jolanda Green at procurementservices@jccal.org by 4:00 p.m. CST/DST on or before 04/10/2025. AWARD Jefferson County shall award this contract to the lowest responsible and responsive bidder per case who best meets the terms and conditions of this bid. LICENSES/CERTIFICATES Jefferson County reserves the right to require documentation that each bidder is an established business and is abiding by the Ordinances, Regulation, and Laws of their community and the State of Alabama. If you are required by any regulatory agency to maintain a professional license or certification to provide any product and/or service solicited under this ITB, the County reserves the right to require you to provide documentation of your current license and/or certification before considering your Bid and/or before awarding a contract. Alabama law requires contractors to possess an Alabama Home Builders License for any work performed over the value of $10,000.00. LIQUIDATED DAMAGES Time is of the essence of this contract. Failure to start and complete all work specified within the time allowed shall constitute material breach of contract. the sum of $100 per calendar day for each day over the standard 40-day contract. Such an amount shall not be construed as a penalty but as a minimum value of liquidated damages that may be deducted from payment due to the contractor if such delay occurs. The County reserves the right to accept or reject any or all bids, or any part of any bid, and to waive any informalities or irregularities in the bid. BID ACCEPTANCE/REJECTION Jefferson County expressly reserves the right to reject any or all bids, or parts of bids, to waive any informalities or irregularities in the bid and to make the award on merit and/or features of design and quality, delivery, and availability of parts and service as the best interest of the County appears.
