The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above stated project. The general items of work to be done hereunder consist of approximately 1,050 linear feet of varying size Reinforced Concrete Pipe (18"-30") storm drain along with lateral pipes, manholes, catch basins and junction structure within private property and on Hillside Avenue between Third Street and Fourth Street. There are 60 working days allowed to complete this project. Please note that Notice to Proceed will be granted in accordance with Special Provision 6-1 with the understanding that Notice to Proceed will coincide with mobilization. Notice to Proceed will not be granted until the procurement schedule for major equipment has been established to the satisfaction of the City Engineer. Liquidated damages shall be assessed at $1,000 per working day Requests for proposals are awarded to the company whose proposal provides the best overall value and best meets the needs of the City. The City reserves the right to reject any or all bids and to waive any irregularity or informality in any bid to the extent permitted by law. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requirements of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substitution of Securities. Bidders shall be responsible for verifying the issuance of addendums before submitting a bid. Each bidder shall fully acquaint himself/herself with the conditions relative to construction, labor, plan, specifications, and special provisions.
