Engineering services shall be in conformance with the Rural Downtown Economic Development Grant - Downtown Revitalization and compliance areas: 1. Upon the Release of Funds, the following scope of work is required: a) Preparing the final design and construction bid package in conformance with applicable regulations and requirements. b) Supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed. c) Conducting the pre-construction conference. d) Surveying, field staking, on-site construction work supervision, and preparing inspection reports. e) Reviewing and approving all contractor requests for payment, change orders, and submitting approved requests to the governing body. f) Providing pdf as-built drawings files to the City upon project completion. g) Conducting final inspection. h) Submitting certified "record" drawings to appropriate authorities; and 2. Project Activities Include: Removal and burying of overhead utilities along both sides of Lisbon Street from Main Street to the Clinton City Market, narrowing Lisbon Street from two lanes to one from Elizabeth Street to Main Street, widening of sidewalks along both sides of Lisbon Street from Elizabeth Street to Main Street, removing existing plant beds and benches along Lisbon Street, constructing a 30'x30' covered stage, removing 17,600 square foot of asphalt and replacing it with sod, resurfacing 15,400 square feet of existing parking lot with the possibility of resurfacing an additional 6,600 square feet of asphalt should funds be available, installation of a dumpster enclosure, installing a digital kiosk, relocating a cashpoints teller and extending utilities to the proposed stage.
