Site work and paving for a mixed-use development in Frederick, Maryland. Conceptual plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Project Description City of Frederick is seeking consultant assistance to create 100% designs for a bicycle-pedestrian bridge over the US15/MD26 interchange and accompanying shared-use path approaches, approximately 2,740 feet total. The project's scope of work includes planning, preliminary design, and final design services. The City of Frederick may award one project-specific contract for these services. The duration of the contract will not exceed 36 months. The total funding authority for this contract shall not exceed $698,000. No minimum amount of work or funds is guaranteed under this contract. All work performed under this contract must be for services as outlined in the contract scope of work and in conformance with all contract terms and conditions and payment provisions. Consultant Services Required The services to be performed under this contract will provide a design of approximately 2,740 feet of 12-foot-wide shared-use path and accompanying bicycle and pedestrian bridge, as described above and shown in drawings 8.23 through 8.28 of Appendix F of the 2013 Frederick East Street Rails with Trails report. This design shall be designed to a standard consistent with the Combined Bikeway/Walk Path Along Public Street (ST-14.0) in the City of Frederick Standard Details; include adequate lighting to enable 24/7 operation; conform to Americans with Disabilities Act standards and MUTCD 11th Edition; consider and provide connection to street, pedestrian, and bicycle facilities where the opportunity presents itself; and aim to minimize the cost of moving any utilities including overhead poles and provide a plan for these facilities, if necessary. The firm may be authorized to subcontract for specialty services with prior approval of City of Frederick. The firm shall be proficient in the services and shall bring an experienced and expert staff to the project. Listed below is the Scope of Services and Examples of Work, Certifications and Engineering Standards and Guidelines. Scope of Services and Examples of Work: a. Under this contract, the selected consultant shall provide: 1. Design and permitting services to the City of Frederick Department of Public Works 2. Design/engineering plans 3. Geotechnical investigation and analysis 4. Bid specifications 5. Easement exhibits 6. Supporting computations 7. Coordination with: i. Adjacent property owners 4 ii. MDE (Maryland Department of the Environment) iii. SCD (Frederick Soil Conservation District) 8. Obtain any and all regulatory approvals for design and construction which may include but would not be limited to: i. Frederick County Soil Conservation District approval ii. MDE authorization iii. US Army Corps of Engineers authorization iv. FEMA LOMR b. The design/engineering work to be completed under this contract shall also include: 1. Scheduling and attending pre-design meetings with the City of Frederick's Engineering, Public Works, Parks & Recreation, and any other relevant department staff to review operational concerns and to review the scope of work as needed 2. Assessment of existing conceptual plans 3. Preparation of construction plans and documents 4. Report with preliminary cost estimates 5. Presentation of construction plans and estimates to Engineering and Public Works Department staff and Purchasing staff for owners approval 6. Preparation of sealed detailed plans and specifications for bidding; presentations to the NAC and AMAC 7. Assistance with advertising for bids, attending pre-bid conference, evaluating bids, and ultimately making a recommendation on a selected firm to the Mayor and Board of Aldermen c. Public Art and Architectural Expectations 1. Architecture i. The bridge is intended as a landmark, gateway-style bridge to the City for both the drivers passing under it and the users crossing over it. ii. Given the visibility of the bridge and its role, additional effort, in coordination with the City, shall be made by the consultant to ensure high-quality aesthetics and an opportunity for the public to give their perspective on the architecture of the bridge. 2. Public Art i. Design flexibility: Submitted designs should include designated areas or elements that can be adapted or enhanced with public art in the future. These may include, but are not limited to: Abutment walls, pier surfaces, railings or barriers, light fixtures, pedestrian walkways. There is also an opportunity to incorporate artistic design elements into the design of functional elements in the proposed design. ii. Structural Considerations: Proposals should address how the bridge design can accommodate potential future art installations without compromising structural integrity. This may include: Identifying load bearing capacity for potential sculptural elements, specifying attachment points or mounting systems for future artworks, considering electrical and lighting infrastructure to support illuminated art pieces. iii. Documentation: The selected design team will be required to provide comprehensive technical documentation of areas designated for future art integration, such as weight limits, locations of fasteners, etc. d. This design effort shall produce a complete Civil Engineering package inclusive of Plans, Specifications, Geotechnical Investigations and Recommendations, Cost Estimates, all Permits and Approvals necessary for the construction of the roadway improvements and shall include the following design submissions for review and approval. 5 e. Phases 1. Development Design Phase (30%): A preliminary set of construction documents shall be submitted at approximately 30% of design completion. The purpose of this submission will be to evaluate alternatives for addressing the various ambiguities and problems inherent in completing a design of this scale. 2. Development Design Phase (60%): An intermediate set of construction documents shall be submitted at approximately 60% of design completion. This shall include typical cross-sections, lighting locations, plan and profile sheets, drainage plans and pipe/culvert profiles, storm and erosion control plans, utility plans, temporary traffic control plan, lighting plans, landscaping plans, detour plan, technical specifications, and project special provisions, revised general notes, and an estimate of earthwork quantities. Provide an engineer's cost estimate, commensurate with the level of detail of this design stage. Use standard MDOT cost estimate sheet for pay items as a basis for the engineer's estimate. 3. Final Design Phase (90%): The consultant will prepare 90% construction documents, including plans, specifications, bid item list and cost estimates for a final review. f. 4. Final Design (100%) The consultant will provide final Bid package. Survey Requirements 1. Consultant must complete horizontal and vertical surveys of the area and determine the location of the rights of way and, as necessary, adjacent property lines. g. Water and Sewer 1. No sewer lines are within the path of this improvement. 2. One water main is in the northern segment of the project. Design should seek to minimize impacts. h. Stormwater Management 1. Stormwater management shall be designed in accordance with the City of Frederick Stormwater Management Ordinance (Chapter 28). 2. Stormwater management shall be provided through Environmental Site Design (ESD) to the Maximum Extent Practicable (MEP). The design however shall not include pervious pavement. 3. Channel Protection and Quantity Control shall also be provided to protect local waterways. i. j. Geotechnical Investigations: The Consultant shall be responsible for providing subsurface exploration, laboratory testing, and geotechnical analysis. The exploration shall evaluate and characterize subsurface conditions and provide geotechnical conclusions and recommendations for the design of the proposed project. Cost Estimate: The Consultant shall be responsible for providing a final cost estimate to the City for the construction of the Project. Cost estimate should be accurate and realistic, to be used by the City for construction. k. Bid Specifications 1. The Consultant shall be responsible for the bid specifications to accompany the Construction Drawings. The Consultant shall coordinate with The City of Frederick Purchasing Department in the preparation of all final contract documents for bidding, providing word files of specifications, pdf files of all plans, digital files in AutoCAD format and as-built drawing files (.dwf) in accordance with The City of Frederick Standard Design and Construction Specifications. The City will provide required standard language and bid documents to the Consultant. The Consultant shall supplement the standard language and documents as necessary to complete the bid specifications. 6 Supplementation shall include additional General and Special Provisions (to supplement the City Design and Construction Specifications), a bid quantities table, additional material specifications, any other information necessary for a complete set of bid specifications. 2. After approval by the City of an acceptable design scheme, the Consultant, working in conjunction with the City Purchasing Department, shall prepare all drawings and bid specifications for the Invitation to Bid. 3. Invitation to Bid documents shall be inclusive of seven full sets of plans and specifications, (1) one CD of complete plans and specifications and e-mail, to City Purchasing Department, Microsoft word documents of the bid specifications and PDF files of bid plans. 4. The Consultant shall attend all scheduled pre-bid meetings and assist the City Purchasing Department in the preparation of all addendums associated with the Invitation to Bid. 5. The Consultant shall assist the City in evaluating submitted bids and recommending a contractor based upon cost, adherence to the plans and specifications and the ability of the contractor to perform the work. l. The plans, design process and deliverables must meet Maryland Department of Transportation State Highway Administration ("MDOT-SHA") Engineering/Design standards and TAP guidance. Please see the MDOT-SHA TAP Manual and MDOT-SHA Development Guide for Local Public Agencies and Other Sub-Recipients of Federal Funds for more information. m. The City may desire the selected Consultant to act as the City's project manager after award of construction contract. This will be addressed as an add alternate to the base contract. This shall include but not be limited to the processing of all change orders to the City, tracking progress of the project, answering RFI's and coordination between the City and construction contractor, holding progress meetings during construction as necessary, (but at least one meeting per month) and upon close of construction verifying as-built plans.
