Wayne State University invites you to submit your qualifications on Construction Management (CM) services for the New Wayne State University Law School Classroom Building, for the University's Facilities Planning & Management Department, per the specifications and requirements contained in this Request for Qualifications (RFQual), entitled: Law School Classroom Building. Full Construction Management services for the New Wayne State University Law School Classroom Building. Expenses for developing and presenting submittals shall be the entire responsibility of the Vendor and shall not be chargeable to the University. All supporting documentation and manuals submitted with this request will become the property of the University unless otherwise requested by the Vendor, in writing, at the time of submission, and agreed to, in writing, by the University. Part I - Introduction Wayne State University ("WSU") invites Construction Managers ("Responders"), to submit Statements of Qualifications ("SOQ") in accordance with the requirements of this Request for Qualifications ("RFQ") for Construction Management Services for the Law School Classroom Building. Your company is invited to participate in the RFQ process to provide full design services for the New Wayne State University Law School Classroom Building. For nearly one hundred years, Wayne Law has developed topflight legal minds who have profoundly impacted Detroit, the state of Michigan, and beyond. As Wayne Law approaches its centennial, its momentum is stronger than at any time in its history. In just the last seven years the law school has risen spectacularly in the national rankings, from No. 100 to No. 55. Pathbreaking new programs are expanding its reach, serving Detroit in previously unconceived ways, and catapulting the school to national recognition. Due to the dramatic success of new undergraduate and graduate programs, the total enrollment is expected to double within five to ten years. WSU now has a unique and powerful opportunity to build a new, world-class facility in Detroit that will propel Wayne Law, accommodate the school's expected growth, and enhance its ability to serve students, faculty, and the community. The new building will replace an outmoded and far smaller classroom building from 1966. It will contain classroom, lecture, student and faculty support, and collaboration spaces and will link what now feel like disparate separate buildings in the law complex into a coherent whole. The owner aims to execute this project as efficiently as possible. The project will utilize Integrated Project Delivery (IPD) principles and incorporate LEAN design, engineering, and construction techniques to achieve efficient design and construction processes. The total Construction Cost Limitation is $33,000,000. Procurement of a Design Professional is currently ongoing, and close coordination is expected between the Design Professional and the CM. This is a two-step procurement. Upon review and evaluation of the SOQs received, WSU will select a shortlist of qualified Respondents who will receive the Request for Proposal ("RFP"). Respondents who were not shortlisted will be notified. The RFP will contain additional information about the project. The University will consider partnerships or joint ventures between local and national/international firms, to the extent the team can provide additional expertise, value, ideas, or similar benefits to the project. Part II - CM Services Overview The Owner intends to retain the Construction Manager for all phases of design and construction. Although the full CM scope and contract will be provided within the RFP, the scope is generally summarized below. A.The CM shall provide various preconstruction services, leading to the development of an acceptable Guaranteed Maximum Price (GMP) and shall furnish all labor, materials, equipment, project management and construction superintendent services to construct the Work in accordance with the limits of the Construction Cost Limitation (CCL). B.Preconstruction services shall include, but are not limited to: 1.Active participation in design meetings 2.Development of statements of probable costs broken down by master specification division at key milestones. Quantities and unit costs to be provided appropriate to the level of design documentation. 3.Preparing and updating preliminary schedule at key milestones including recommended early bid packages 4.Constructability reviews during all phases of design 5.LEED coordination and implementation 6.Assistance with commissioning planning 7.Documentation and investigation of existing conditions. 8.Providing insight into construction market trends and analysis of the industry climate and how design should respond C.The CM will be required to submit a Final GMP within thirty (30) calendar days of completion of the 100 percent (100%) Construction Documents. The GMP shall be broken down by master specification divisions. It is expected that the Responder will provide significant input and expertise during the design phase to ensure the team successfully completes a design that achieves the CCL at the time of Final GMP. D.The CM shall provide full construction management services for the project for all phases of construction and closeout/warranty including, but not limited to: 1.Building Structure, Architecture, Enclosure, Mechanical, Electrical, Security Systems, IT/Low Voltage Systems, Plumbing, Landscaping and Irrigation systems. 2.Perform LEED coordination to assist in ensuring the project is ultimately certified as LEED Gold, or designed to meet LEED Gold. E.The University requires that the relationship between the CM, Design Professional and University function in the spirit of mutual cooperation and respect in order to promote efficiency and cooperation between all parties.
