Site work and paving for a civil project in Cleveland, Ohio. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.
As of August 2025, construction is expected to commence in the fall 2025. Please see Invitation to Bid regarding how to obtain project documents. The official closing time shall be determined by the wall clock located in the Cuyahoga County Department of Purchasing (same address). Late bids will be returned unopened. Proposals received will be publicly opened and read aloud at the Department of Purchasing. Per "ODOT's LPA Template Required Contract Provisions" (see "Section 200: Special Provisions"), only ODOT pre-qualified contractors are eligible to submit bids for this project. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than December 31,2027. Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The bid guaranty must be in the form of either a bid bond for the full amount (100%) of the Bid, or in the form of a certified check, cashier's check, or irrevocable letter of credit, per ORC Chapter 1305, in the amount of ten percent (10%) of the total amount of the Bid. If a bid bond is submitted as the bid guaranty, it must be that of an approved Surety authorized to transact business in the State of Ohio and it shall automatically increase to a 100% Performance and Payment Bond. If a certified check, cashier's check, or irrevocable letter of credit is submitted as the bid guaranty, it must be drawn on a solvent bank and made payable without condition to the Treasurer of Cuyahoga County. The County shall hold the bid bond or certified check, cashier's check, or irrevocable letter of credit as a guaranty that if the Proposal is accepted, the Bidder will enter into a Contract for same. In addition to the County, the Ohio Department of Transportation (ODOT) shall be named as an obligee in the Bidder's Performance and Payment Bond per "ODOT's LPA Template Required Contract Provisions." Bidders shall comply with wage rates determined by the Secretary of Labor in accordance with Federal Aid requirements per "ODOT's LPA Template Required Contract Provisions." By submitting a Proposal in the manner specified in Sections 2.11(b) and (c), the Contractor agrees on behalf of the submitting business entity, its officers, employees, Subcontractors, subgrantees, agents or assigns, that all contract documents requiring County signatures may be executed by electronic means, and that the electronic signatures affixed by the County to said documents shall have the same legal effect as if that signature was manually affixed to a paper version of the document. The Contractor also agrees on behalf of the aforementioned entity and persons, to be bound by the provisions of Chapters 304 and 1306 of the Ohio Revised Code as they pertain to electronic transactions, and to comply with the electronic signature policy of Cuyahoga County. Cuyahoga County reserves the right and discretion to reject any bid or proposal for any reason, or all bids or proposals for no reason at all, without incurring any liability.
