Proposals are being requested from qualified engineering consultants to provide a full Wastewater Treatment Plant (WWTP or "facility") Facilities Master Plan with operations and treatment methods and capacities, biological nutrient removal, Supervisory Control and Data Acquisition with data visualization (SCADA), facility layout/infill/property spacing/capacity and location, regulatory and permitting preparation and planning, budget/costs/rate financing, priority phasing/sequencing, alternative options for biogas and other renewable potentials, available grant opportunities, and recommendations, all to serve as a road map for City Officials to properly and responsibly plan improvements to all related facility services that this critical infrastructure provides to the surrounding community; to provide engineering design and construction administration services, to be integral in providing participation and assistance in hiring Construction Manager At Risk (CMAR) services for development, permitting, scheduling, budget development, and bidding services with management of the methods, phasing and sequencing of all construction phases; and participate in the delivery for construction. PROJECT HISTORY The Sam H. Hobbs WWTP, located at 2400 Bryan Evansville Road in Casper, Wyoming, provides wastewater treatment services to approximately 70,000 people in the City of Casper, the Towns of Bar Nunn, Evansville and Mills, Natrona County International Airport, and other smaller entities within the regional wastewater system. Consultant's Presentation and Interview: April 25, 2025, morning. Selection of Consultant by Council: May 6, 2025. Completion of Headworks Improvements and Screw Pump Replacements, critical and priority project: November 7, 2025. Completion of Facility Master Plan Services: November 6, 2026. Completion of Individual Projects: July 1, 2031. The submittal of a proposal will be indication that the Consultant has no problem in keeping this schedule. The City of Casper reserves the right to reject any or all submissions, and to waive informalities and minor irregularities in submissions received, and to accept any portion of a proposal or all items if deemed in the best interest of the City of Casper.
