This is a Price Quote Request for the manufacture, transport, and precise deployment of two Patch Reefs in Escambia Nearshore East Artificial Reef Site. Nearshore East Reef Site is a large (approx. 2 square nautical miles) Army Corps of Engineers (ACOE) and Florida Department of Environmental Protection (FDEP) permitted site (see permits for details). Location is approximately 5nmi southeast of Pensacola Pass in the Gulf, at water depths of approximately 40ft. Approximate coordinates are CCA Reef 1- 3017.910'N, 08713.785'W and CCA Reef 2- 3017.840'N, 08713.175'W. Quotes include manufacture, preparation, transportation, and deployment with precise placement of artificial reef modules. Modules must conform to the minimum specifications, requirements, and conditions of this solicitation as well as all state and federal permit conditions. Contractor must meet minimum experience of at least three similar and precise "Patch Reef" artificial reef deployments within the past five years. References must provide documentation (including name and contact information of permit holder's reef manager). Precast concrete modules must meet the following minimum specifications: 4000psi marine grade concrete; steel rebar welded in 3 dimensions and fully encapsulated in concrete. Rebar exposed for lifting points is allowable. The contractor must provide insurance documentation required by Escambia County Risk Manager. MRD will provide contractor with precise deployment coordinates for each reef module. Total funding for the project will be less than the formal solicitation threshold of $50,000; price quotes should be at or below the threshold. Estimated construction date for this project is May 2025. Prices must be accompanied by detailed description of modules (drawings/plans with specifications) necessary for MRD to determine compliance with minimum specifications. Price Quotes will include a detailed description of deployment vessel, equipment, and means to safely and precisely deploy modules (within 10-15 feet) of the patch reef configuration described below. Failure to provide sufficient information may result in rejection of price quote by the MRD. Price Quote Documentation Should Include: (see supporting documents for more information) Module designs plans with specifications Description of means to safely and accurately deploy reefs including vessel, deployment equipment, and precise geospatial equipment for deployment at target locations Documentation of at least 3 similar deployments within the last 5 years Insurance requirements submitted within 48 hours of quote approval (or at time of quote submittal), see below Insurance Requirements: (See supporting document attachment for more details) Insurance for services or work on waterfront, marina, beachfront, or port area Proof of protection & indemnity (marine liability) coverage with limits of at least $1,000,000 per occurrence/ $2,000,000 policy aggregate. Excess marine liability coverage may be used to provide satisfactory (or higher) limits if recommended by Escambia County Risk Manager Proof of maritime workers compensation coverage for employees of offerors engaged in this work should be provided with limits of at least $500,000 per occurrence/ $1,000,000 policy aggregate. Depending on the location of the work to be performed, this coverage could include US Longshore & Harborworkers and/or Jones Act coverage. If the contract involves work which could lead to the release of pollutants or contaminants, marine pollution liability with limits of $1,000,000 per occurrence/ $2,000,000 policy aggregate is required.
