The Rancho Santiago Community College District (RSCCD) of Orange County, California, acting by and through its Board of Trustees ( District ), will receive, up to but not later than the below-stated date and time, proposals Responses for an award of a Contract for RFQ/RFP 2425-380 District-Wide Fire Protection System Testing, Inspection, Monitoring, and Maintenance. 1. Contractors License Classification. Respondents must possess the following classification(s) of California Contractors License at the time that the Response Proposal submitted and at time the Contract for the Work is awarded: C-10 Electrical and C-16 Fire Protection. The Response Proposal of a Respondent who does not possess a valid and in good standing Contractors License in the classification(s) set forth above will be rejected for non-responsiveness. Any Respondent, not duly and properly licensed, is subject to all penalties imposed by law. No payment shall be made for the Work unless and until the Registrar of Contractors verifies to the District that the Respondent awarded the Contract is properly and duly licensed for the Work. 2. Contract Time. The Initial Term of this Contract is sixty (60) months. The District shall have two (2) one-year options to extend the Term by written notice to the Contractor. 3. Pre-Proposal Meeting. The District will not be conducting a pre-proposal meeting, and no accommodations will be made with District Representatives to walk the sites. Refer to the District provided documents and drawings provided within this RFQ/RFP. Respondents are solely responsible for timely submission of Responses. The District shall not be responsible for any delays or issues with delivery. Purchasing Webpage Posting of Addenda. Modifications, if any, made by the District to the RFQ/RFP will be in the form of a written addendum and posted on the District s Purchasing website. Addendum, if issued to this RFQ/RFP will not be distributed by the District to any Respondent. Respondents are required to periodically review the District s Purchasing Department website to access any Addenda to this RFQ/RFP. Prevailing Wage Rates. Pursuant to California Labor Code 1773, the Director of the Department of Industrial Relations of the State of California ( DIR ) has determined the generally prevailing rates of wages in the locality in which the Work is to be performed. Copies of the prevailing wage rates in the locality where the Work is to be performed, entitled PREVAILING WAGE SCALE are available to any interested party. The Contractor awarded the Contract for the Work shall post a copy of all applicable prevailing wage rates for the Work at conspicuous locations at the Site of the Work. The Contractor and all Subcontractors performing any portion of the Work shall pay not less than the applicable prevailing wage rate for the classification of labor provide by their respective workers in prosecution and execution of the Work. During the Work and pursuant to Labor Code 1771.4(a)(4), the DIR shall monitor compliance with prevailing wage rate requirements and enforce the Contractor s prevailing wage rate obligations. Respondent DIR Registered Contractor Status. Respondent must be a DIR Registered Contractor when submitting a Response. A Respondent who is not a DIR Registered Contractor when the Response is submitted will be rejected for non-responsiveness. Labor & Material Payment Bond. Prior to commencement of the Work, the Contractor awarded the Contract shall deliver to the District two (2) each of Labor & Material Payment Bond issued by a California Admitted Surety in the form and content included in the Contract Documents each of which shall be in a penal sum equal to One Hundred Percent (100%) of the Contract Price. Pricing Proposals. The pricing proposed by each Respondent shall remain firm for one hundred twenty (120) days after the opening of RFQ/RFP Responses. Award of Contract. The Contract for the Work, if awarded, will be by action of the District s Board of Trustees to the Respondent based on the RFQ/RFP Response Evaluation criteria identified in the RFQ/RFP.
