The project includes the replacement of Five Points Pump Station and associated site work, electrical/control, fencing, and other appurtenances and the rehabilitation of approximately 9,000 LF of 8-inch gravity sewer lines by CIPP, 800 LF of 8-inch gravity sewer by pipe bursting, 1,250 LF of 8-inch open-cut replacement, and 450 VF of manhole lining. Rehabilitation also includes miscellaneous repairs such as frame and cover replacements, lateral repairs, and point repairs. Bid security shall be furnished in the amount of five percent of the total bid amount in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. Federal Funding Conditions: This project is being supported with State Water Infrastructure Grant funding. Therefore, certain restrictions and other requirements attach to this opportunity. Davis-Bacon Act, Copeland "Anti-Kickback" Act, and American Iron and Steel Requirements: The grant recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Bidders must agree to comply with the Prevailing Wage Rate provisions per Tennessee State Water Infrastructure Grants (SWIG) program in addition to the Federal Davis-Bacon Act, whichever is higher. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. Disadvantaged Business Enterprises (DBE) Requirements: State and Federal funds will be involved in this project, and, as a result, Bidders must comply with DBE requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner.
