Reference Number 0000290377 Question Acceptance Deadline 2025/04/16 02:00:00 PM EDT The University is conducting an RFP for Fire Alarm Testing & Maintenance Services. The procurement is anticipated to involve negotiation. An electronic auction is not anticipated. 1. This contract provides for the following inspection/tests: 1 Monthly inspection & testing of approximately 111 fire alarm systems in buildings on the University's St. George Campus (refer to spreadsheet: "2025 Bldgs FA Testing.xlsx" portion of the Bid Pricing Documentation for building list and approximate device counts). 2 Annual inspection & testing of approximately 111 fire alarm systems in buildings on the University's St. George Campus (refer to spreadsheet: "2025 Bldgs FA Testing.xlsx" portion of the Bid Pricing Documentation for building list and approximate device counts). Annual inspection to include the manual pull station "Stoppers" (tamper-deterrent covers) on the campus. Note: If a pull station stopper is identified as broken, not operational during the annual inspection, it shall be noted in the inspection report as a recommendation. University of Toronto Fire Prevention (UTFP) staff will replace the stopper and/or batteries as required in the building. Buildings equipped with stoppers are noted in the Bid Pricing Documentation. 3 Monthly testing of the Central Monitoring System's indications and functionality for each property monitored (alarm, trouble, offline, bypass). 4 Annual testing of the Central Monitoring System's nodes and equipment (required to be tested per ULC-S536 as a fire alarm system). Refer to attachment: "Central Monitoring System Node Summary" for details on locations. A Central Monitoring System Node testing report shall be completed and provided to UTFP. 5. The cost provided for this work shall include all costs for 24/7 availability, standby and dispatch for emergency call coverage, and provisions for response to site by a senior qualified technician with knowledge of the campus and the fire alarm systems within 90 minutes of emergency call-in request from U of T. .6 All inspections and testing shall meet the requirements of the latest edition of the Ontario Fire Code and its applicable referenced standards. The scope of the work is to reflect the 2019 edition of CAN/ULC, S536. "Standard for Inspection and Testing of Fire Alarm Systems" (CAN/ULC-S536, 2019). 7 All work to be performed per referenced codes and standards as well as Section 3, "Procedures". .8 The number of buildings may be increased or decreased over the duration of the contract. For example, the University may remove a building due to a planned demolition or major infrastructure renewal project. The University may add a building to the list as a result of a building purchase. 2. In addition to this work, the Service Provider shall provide routine "fire alarm system isolation" services and other routine fire alarm related work as authorized and directed by UTFP. All isolations will be done by licensed electricians familiar with the campus and Edwards systems. It is required that there are always at least two (2) technicians from the Service Provider on site to provide these isolation and repair services. Technicians shall be replaced as necessary so that 2 technicians are always on site. An isolation flat rate (includes bypassing of the fire alarm system and restoring the fire alarm at the requested times) and labour charges for such fire alarm related work shall be included in the Service Provider's pricing submission. Consulting, discussions and on-site meetings with UTFP shall be included as part of this Contract. 3. Spreadsheet: "2025 Bldgs FA Testing.xlsx" in the Bid Pricing Documentation denotes approximate device counts for each identified building, along with qualifying notes regarding site conditions. Pricing for testing for each building shall be filled out on this spreadsheet and included with the Tender Form Submission, with subtotals calculated and identified as noted therein. 4. All inspections and tests shall be documented as described in sections 3 and 4 of this specification. Unless otherwise authorized for a specific repair, parts for all fire alarm system devices, appliances and panels for fire alarm repairs shall be supplied from UTFP's on-campus stock whenever possible. The Service Provider will have access to this stock after hours if required, and shall be required to sign out all inventory items for the purposes of record-keeping, providing information to Fire Prevention for re-order and reconciliation. 5. All remedial work identified as a result of annual testing shall be documented in accordance with CAN/ULC-S536, 2019. Remedial work will be reviewed in detail by UTFP Fire Prevention Staff. In the event that there is an increasing trend in repairs resulting from annual tests, these can be expected to be challenged. 6. Minor fire alarm repairs indicated on the monthly and annual testing reports will be repaired by UTFP's FPO CFAA technician.
