The City of Richmond, Virginia (the "City"), on behalf of the Department of Public Utilities ("DPU") and Richmond Gas Works ("RGW"), seeks bids from qualified firms for general contracting and subsurface utility engineering services (the "Project"). The Project involves the remediation of unlocatable and difficult-to-locate natural gas distribution infrastructure (the "Work"). The Work shall be performed on a gas system that includes natural gas mains, services, and all other associated infrastructure located in the City of Richmond, along with the Counties of Chesterfield, Goochland, Hanover, and Henrico. Scope of Work This Scope of Work below provides the requirement to address and remediate natural gas infrastructure that is currently unable to be reliably located within the City's RGW distribution system. Technical Specifications, Section 2 contains the General Construction Requirements for prosecuting the Work. By submitting a Bid for this Project, the Bidder acknowledges that it has read and understands the requirements set forth therein. The City seeks to establish a term contract for an initial five (5) year term, with the option of two (2), additional two-year terms. The City of Richmond will make the award to the lowest responsive/responsible bidder. The Department of Procurement Services reserves the right to conduct any test it may deem advisable and to make all evaluations necessary. The City of Richmond also reserves the right to reject any or all bids/proposals, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City. The City of Richmond reserves the right to reject any and all bids.
