The City of Santa Monica, ("the City") is requesting proposals from qualified persons or firms to provide on-call technical advisory support and design services for the City's Water Resources Division. The City requires professional environmental and engineering consulting firms to aid in development services for rehabilitation and repair of aging infrastructure, upgrades to support implementation of strategic plans, and maintain continuous, reliable water and wastewater services. The City is inviting proposals from qualified persons or firms for a firm-fixed contract for a term of five (5) years to be exercised at the City's sole discretion. Question Deadline - 04/10/2025 at 3:00 PM P - Question Response Deadline: April 24, 2025, 5:00pm. Vendor Queries Due Questions must be submitted online in the "Q&A" tab. The City will only accept or respond to questions submitted through the online vendor portal. One question per submittal. (This does not mean one question per vendor.) Submittals containing multiple questions will not be answered. Provide the services listed below: Water/wastewater development services , Water/wastewater hydraulic modelling support for water, wastewater, and recycled water models using Inouye/Autodesk InfoWater Pro and Info Works ICM and other similar software, including model updates, model calibration, and hydraulic analysis. Design services for rehabilitation of aging infrastructure and emergency repairs , Asset Management , Implementation of strategic plans to support the division's goals or master plans , Other feasibility studies and technical analysis as necessary, as related to water/wastewater infrastructure projects. , Where required, work shall be stamped by a licensed professional engineer or licensed geologist in the State of California. The City may award the contract to multiple firms for water/wastewater technical advisory support. As projects arise, firms short listed would be invited to submit proposals for a specific Task Order Request (TOR). Task Orders would be awarded to the best TOR Response through a on-call only solicitation process in for the specifically defined scope of work. The TOR Response would be evaluated and ranked based on criteria defined in the TOR. Evaluation criteria could include but not be limited to the following: project experience, specialization, and past performance; assigned personal and staff availability; schedule and quality control; etc. On-call firms would be given 10 business days to respond to a TOR. Award of an on-call services contract, in no way guarantees work. The City reserves the right to approve or reject all sub-consultants and engineers proposed to be retained by the prime consultant. Upon signing of the agreement, no change in proposed personnel or sub-consultants can be made without the City's review and written authorization. The City reserves the right to request additional information from any proposing consultant and to reject any and all proposals. All original work products, including computer files, shall remain the property of the City. The City reserves the right to request Best and Final Offers from any or all proposers. This will be the only opportunity to amend or modify proposals based on feedback from the City. Information from competing proposals will not be disclosed to other proposers prior to submission of a Best and Final Offer. the City reserves the right to negotiate with a successful proposer the final provisions or provisions in addition to those contained in this RFP. The City reserves the right to require a change in the selected proposer or representatives if the assigned representatives are not, in the opinion of the City, meeting its needs adequately.
