Question Deadline 04/17/2025- Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows- Adam Thibodeaux, email adamt@dsaengineering.com. Questions received less than seven days prior to the date for opening of Bids may not be answered. The Project includes the following Work: Construction of approximately 4,000 linear feet of directional bored 8" water main, hydrants, valves, and other appurtenant and related items of construction. Prospective Bidders are urged to register with the Engineer as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the Engineer in either electronic or paper format. All official notifications, addenda, and other Bidding Documents will be provided only to Prospective Bidders registered with the Engineer for bidding on this project. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the Engineer. Document info : Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Electronic copies of the Bidding Documents may be obtained from Domingue, Szabo & Associates, Inc. by emailing the biddocs@dsaengineering.com. Hard copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $150 for each set. Bidders who return full sets of the Bidding Documents in good condition within 10 days after receipt of Bids will receive a full refund. Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund of one-half of the deposit for documents returned in good condition within the time limit indicated above. Make deposit checks for Bidding Documents payable to Domingue, Szabo & Associates. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Shipping shall be United States Postal Service, unless the Prospective Bidder provides the shipping account number for other delivery services. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery service. The shipping charge amount will depend on the shipping method chosen. Each bidder shall submit with his bid a certified check, cashier's check, or bid bond issued by a company licensed to do business in Louisiana. The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in the state of Louisiana, and who is residing in Louisiana. The amount of this check shall be five (5%) percent of the amount bid and shall be given as a guarantee that the bidder will execute the contract should it be awarded to him. Checks or bonds shall be payable to Henderson-Nina Water System, Inc. Contractors submitting bids shall be licensed under Louisiana License No. R.S. 37:2150-2164 and shall be classified under Municipal & Public Works construction. The Bidder shall show his license number on the bid and on the sealed envelope submitting the bid. No bidder may withdraw his bid for at least one hundred twenty (120) days after the time scheduled for the opening of bids. Each bid shall be submitted only on the Contractor's Bid Form furnished by the Engineer. Funding for this project shall be through the Louisiana Department Health and the USDA Rural Development program and the Louisiana Water Sector Program; construction shall comply with all of their requirements including American Iron and Steel requirements. All contractors and subcontractors will be required to comply with the Title 29 - Labor, Subpart A - Davis-Bacon and Related Acts Provisions and Procedures. The bidding documents include a Wage Determination for the project based on the current U.S. Department of Labor wage rates obtained from Wage Determinations Online. The Wage Determination will be rechecked ten days before the bid opening, and if it has been revised, the revised version will be issued to bidders as an addendum. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Successful contractor must comply with the requirements below: 1. Presidential Executive Orders 11625, 12138, and 12432; Women's and Minority Business Enterprise. 2. Presidential Executive Order 12549, Debarment and Suspension. 3. Presidential Executive Order 11246, Equal Employment Opportunity, as amended by Executive Order 11375 4. Presidential Executive Order 13202, as amended by E.O. 13208, Preservation of Open Competition. 5. The following requirements are additional requirements included verbatim in the Special Conditions: I. Equal Opportunity Clause: 41 CFR Part 60 - 1.4 II. Historical Preservation Clause: 36 CFR PART 800 III. Endangered Species Clause: Endangered Species Act Of 1973, As Amended. The successful bidder must comply with all OSHA requirements. Owner reserves the right to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
