DESCRIPTION OF WORK: This project provides for sanitary sewer mainline CCTV inspection during dye water testing of adjacent stormwater infrastructure facilities in various locations of the City of New Berlin, Wisconsin. The Contract includes approximately 56,292 lineal feet of CCTV inspection with dye water testing and the televising of 213 sanitary sewer laterals. The intention of the cleaning and televising with storm sewer dye testing is to record the actual constructed condition of the sanitary sewer mainlines and laterals under a storm sewer surcharged condition. PROJECT SCHEDULE: The Notice to Proceed is anticipated around the beginning of May, with work commencing as weather allows. The work in this contract must be completed before August 29, 2025. The Utility reserves the right to limit access to water if weather conditions result in an increased demand for water in the City. LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 60.47, 66.0901, 66.0903, 779.14 and 779.15 of the Wisconsin Statutes. BID SECURITY: Bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to the Owner in an amount of 5 percent (5%) of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 10 days after the Award, the Check or Bid Bond shall be forfeited to Owner as liquidated damages. RIGHT TO REJECT, BIDS: Bidders on this project must be on the Milwaukee Metropolitan Sewerage District's Approved Contractor List for Municipal PPII work. Any bids from Contractors not on the above-mentioned list will be rejected. Owner also reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work and the right to disregard all nonconforming, non-responsive, unbalanced or conditional Bids and the right to accept the Bid or Bids which best serve the interests of the Owner. CONTRACT SECURITY-PAYMENT ASSURANCES: Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price. On contracts of $30,000 or more, prime contractor(s) shall furnish listing of all subcontractors and suppliers performing labor and supplying materials under the Contract that individually have a total value of $1,000 or more. CONTRACT AWARD: Owner reserves the right to postpone the award of the Contract for a period not exceeding 60 days from the date of bid opening. Bids shall remain firm for that period of time. It is anticipated the Contract will be awarded on approximately April 22, 2025. The Owner further reserves the right to retain the security deposits of the three (3) lowest Bidders during that time.
