As described in the Bidding Documents, the bids are for a maintenance service, Fire System Inspection and Maintenance Services (Service) which consists of retaining a Contractor to monitor, maintain, and provide emergency services for the fire systems at 10 various City of Simi Valley/Ventura County Waterworks District No. 8 (City/District) facilities: DMV Building, Senior Center Building, City Hall, Library, Cultural Arts Center, Public Service Center, Transit Garage/Operations, Police Department, Kaiser Building, Sanitation/Water, and Vehicles. Provider must ensure compliance with local, state, and federal regulations for building owners. Contractor will provide a schedule, coordinated with a City/District representative, of testing, inspection, maintenance, upkeep, and drills of any of the 10 locations, preferably during non-business hours, if possible. Written reports of all services performed will be provided to the City/District, detailing the purpose of the call and summarizing the work. Fixing, substituting, or making recommendations regarding any component of the fire system shall be under the contract. The Services will include: 1. Backflow Test (Annual): Perform an annual backflow test on all fire sprinkler systems to ensure proper water flow and prevent contamination. 2. Fire Sprinkler Inspection (Annual): Conduct an annual inspection of all fire sprinkler heads, pipes, and valves. Verify functionality, alignment, and clearance around sprinkler heads. Document any necessary maintenance or adjustments. 3. Fire Sprinkler Inspection (Quarterly): Quarterly inspections of fire sprinkler systems to check for blockages, corrosion, and obstructions. Ensure proper water distribution and coverage. 4. Fire Alarm Inspection (Semi-Annual): Annual inspection of fire alarm panels, detectors, and notification devices. Test alarm functionality, battery backup, and communication with the monitoring center. 5. Fire Suppression Inspection (Semi-Annual): Inspect fire suppression systems (such as CO2 or foam systems) annually. Verify proper pressure, nozzle functionality, and system integrity. 6. Fire Suppression FM200 Inspection (Semi-Annual): Semi-annual inspection of FM200 gas-based fire suppression systems. Check cylinder pressure, piping, and discharge nozzles. 7. Kitchen Hood Inspection (Semi-Annual): Semi-annual inspection of kitchen hood fire suppression systems. Ensure proper nozzle placement, system activation, and cleanliness. 8. Five-Year Inspection, Testing, and Maintenance: Perform a comprehensive five-year inspection, including flow tests, valve checks, and component substitutions. Update system documentation and compliance records. 9. Fire Extinguisher Service (Annual): Annual inspection and maintenance of fire extinguishers in buildings and vehicles. Recharge or substitute extinguishers as necessary. 10. Annual Fire Drills: Conduct annual fire drills for building occupants. Train staff on evacuation procedures and emergency protocols. 11. Regular Full-Service Maintenance and Upkeep: Provide ongoing maintenance and upkeep for fire suppression systems. Promptly address any identified issues during inspections. Fix, substitute, or make recommendations regarding any faulty components, including sprinkler heads, alarms, and suppression system parts, under the contract. 1. Provide on-call services to adjust, correct, replace, fix, or restore equipment and parts as needed as authorized by City/District. a. Parts which have been substituted shall be teste1. Parts which have been substituted shall be tested to make sure that they are the cause for the malfunction. b. Substituted parts will be billed at rates no greater than MSRP. c. Substituted parts must be approved by City/District representative, unless doing so would compromise security of the location, approval may be requested in advance. 2. Minimum Procedures a. Contact City/District (or site representative as determined by City/District) upon arrival at the location where service is requested. b. Attempt to make all necessary fixes at initial on-site visit. If complete repairs cannot be made, all efforts shall be made to allow City/District to maintain operation and security of the location, including notifying City/District representative. c. Review final acceptance test with City/District to verify that all services have been made and equipment is operating properly. d. Contact City/District representative upon departure from the location where service is requested. The expected completion time of the Service is three (3) years after receipt of the Notice to Proceed, with an option to renew one (1) additional two (2) year term.
