Renovation of a military facility in Bonners Ferry, Idaho. Completed plans call for the renovation of a military facility.

The project involves a Design-Build (DB) contract for the demolition of the existing Porthill Land Port of Entry (LPOE) facility and the construction of a new port building. The scope includes building three inbound inspection lanes, one outbound lane, and a Customs and Border Protection (CBP) parking area with a canopy. The port operates 12 hours daily, seven days a week, and serves personal vehicles, buses, limited pedestrian traffic (mostly hikers), and permitted commercial trucks. Offerors must submit qualifications in Phase 1 and, if selected for Phase 2, will be eligible for a $75,000 stipend upon submission of a complete and acceptable proposal not selected for award. A Project Labor Agreement (PLA) will be required in Phase 2. Access to draft scope of work documents requires submission of a completed Controlled Unclassified Information (CUI) request form. All questions related to solicitation 47PJ0025R0052 shall be submitted in writing via email, to the Contracting Officer, no later than 10:00 AM Mountain Time, Friday, September 19, 2025. Questions received after this cutoff may not receive a response. Any responses provided by GSA will be posted on the Governmentwide Point of Entry (GPE) as an Amendment to the Solicitation no later than Friday, September 26, 2025. Total Contract Estimated Price Range: Between $45,000,000 and $65,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
