Site work, new construction and renovation of a mixed-use development in Washington, District of Columbia. Completed plans call for the construction of a military facility; laboratory facility; and for the renovation of a military facility.

Headquarters, U.S. Army Corps of Engineers, Mobile District, plans to solicit offers for a Multiple Award Task Order Contract (MATOC) with a total capacity of $99,000,000 to meet the DHA design-build workload that will be performed at two or more discrete sites (per 15 U.S.C. § 657q(a)(2)(B)) under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The subject solicitation will cover the Northern Region of the United States with a target of six awards for this MATOC pool. CESAM has set a target of three of the six awards to be reserved for Service Disable Veteran Owned Small businesses in accordance with FAR 19.503 and Section 1331 of the Small Business Jobs Act of 2010. Mobile District has conducted analysis and market research that demonstrates consolidation of requirements in this procurement is both necessary and justified. The subject solicitation will cover the following Northern Region states and territories: Connecticut, Delaware, Illinois, Indiana, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Wisconsin, and Washington DC. The purpose of this acquisition is to establish a highly responsive approach to meet the demanding project requirements of its DHA customer. The program constitutes a significant portion of the Mobile District’s total military program. Mobile District provides the following support to the DHA program: design, repair and construction, maintenance, renovation, restoration, minor construction, and facilities management. The specific portion of the facilities’ mission addressed by this acquisition consists of full-service, quick-response repair and minor construction relating, but not limited to, the architectural, mechanical, electrical, instrumentation, security and safety areas of military healthcare and research laboratory facilities in a cost-effective manner. Project sizes range from approximately $500,000 to approximately $5,000,000 with a wide variance in complexity. This contracting effort, in conjunction with the installation facilities maintenance program, ensures the facilities meet established Department of Defense (DoD) facilities standards. Furthermore, due to the enduring nature of the requirement to ensure compliance with these standards, the necessity for this contract is not expected to be impacted by current or future budget limitations. DHA’s program of design-build of medical/healthcare facilities is complex due to the special requirements not found in typical commercial construction. Construction and maintenance performed in an occupied healthcare facility is unique from other facility types in technical requirements, code and accreditation compliance, and patient-related risks. Patient privacy issues, infection, contamination and dust control, noise mitigation, short or no-notice disruption of work due to medical emergencies, interim life safety requirements for incapacitated patients and their responsible staff members, and similar issues impact a contractor’s ability to perform the required work. In addition to patient care, some other requirements involve different complexities, such as Bio Safety Laboratories (BSL) and facilities governed by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC).
