Site work for a water / sewer project in Everett, Washington. Completed plans call for site work for a water / sewer project.
The overall project consists of the reconstruction of the existing Segment E bulkhead andwharf. The existing 165 LF creosote timber bulkhead will be replaced with a new 165 LF of vertical steel sheet pile bulkhead wall along the entire water frontage. The sheet piles will be installed waterward of the existing bulkhead to avoid causing instability of the ground upland of the bulkhead if it were to be removed. The area behind the new bulkhead will be back filled with gravel borrow fill material to encapsulate the existing bulkhead in place. In addition, in order to connect the new bulkhead to an existing bulkhead on the south end of the project, a steel sheet pile cut-off wall will be installed. Soils behind the proposed bulkhead wall will be improved with the addition of 24-inch diameter rigid ground inclusions. Because the face of the replacement bulkhead is moving approximately 10 feet waterward, an existing outfall pipe needs to be extended through the new bulkhead. The existing timber wharf (piles and deck)will be removed in its entirety. This includes demolition of wharf and fender timber piles(creosote-treated timber piles and steel pipe piles). The existing wharf will be replaced with anew wharf consisting of steel pipe piles supporting steel pile caps, timber stringers, and a timber deck. There will also be steel fender piles installed to protect the wharf's edge. Additional work includes performing soil stabilizing rigid inclusion, building two new landscape beds with planting and irrigation, site lighting, hardscape restoration, and site furnishings. WSDOT has assigned a Disadvantaged Business Enterprise (DBE) goal of 12% which applies to the final contract amount. To be eligible to receive DBE credit for work on this project, the Contractor must verify the firm's certification status in the OMWBE's Directory of Certified Firms. In addition, the Contractor shall provide on-the-job training aimed at developing trainees to journey-level status in the trades involved. The number of training hours shall be 400 labor hours. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
