Renovation of a multi-residential development in Northport, Alabama. Completed plans call for the renovation of a multi-residential development.
If anyone needs to go onsite to examine existing conditions between now and the bid opening, you must first contact the Executive Director Mrs. Ruby Burton at PH: (205) 752-8171and coordinate with Mrs. Ruby. The project shall consist of Complete Unit Abatement and Renovations at AMP 11 & AMP 12. The work will include the proper Abatement of Hazardous Materials including Asbestos, Lead, & Mold and the resulting Renovation work following the removal of the hazardous materials. The Budget is expected to fund approximately 60 Units for Complete Unit Abatement and Renovation. Also, as part of this bid package the Housing Authority has budgeted to perform Lead Paint Abatement at Exterior Columns & Windows at approximately 170 other Units. Please refer to Bid Documents for greater detail. The contract shall be awarded to the lowest responsible bidder in accordance with the rules, regulations and polices of the Housing Authority, and the U.S. Department of Housing and Urban Development and State of Alabama Bid Laws. A certified check or Bid Bond payable to the Housing Authority in an amount not less than five percent (5%) of the amount of the bid, must accompany the bidder's proposal. Performance and statutory labor and material payment bonds will be required at the signing of the Contract and the costs of the bonds shall be included in the Contractors Proposal. Other required bidding documents can be identified by reviewing the project manual and specifications. Bids must be submitted on proposal forms furnished by the Architect within the project manual or copies thereof. No bid may be withdrawn after scheduled closing for receipt of bids for a period of thirty (30) days. The Owner reserves the right to reject any or all bids and to waive informalities. The Awarded General Contractor is required to comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968. As amended, 12 U.S.C. 1701u (Section 3) and 24 CFP Part 75. The Purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Refer to Section 3 Clause within the Project Manual. All Request for Information (RFI's) and Product Substitution Requests regarding the bid documents shall be sent and addressed thru the following e-mail account: jay@evansarchitecturaldesign.com. Due to Project volume the Architect cannot guarantee completion of inquires via telephone. All email correspondence must be accompanied by the corresponding completed RFI or Substitution Form, found within the Project Manual. For a guaranteed response, all Inquires must be made no later than 3 days after the scheduled Pre-Bid Meeting. Question Deadline 05/05/2025 at 2:00 PM CT **Pre-Bid Meeting Notes: All General Contractors interested in bidding are strongly urged to attend Pre-Bid and onsite review meetings. Please note that the drawings require the renovation site to be reviewed prior to placing a bid. A sample of Units will be available for inspection of Existing Conditions.
