The City of Dover is seeking experienced, multi-disciplinary, full-service, professional consultant engineering firms to provide on-call engineering services on an as-needed basis. Project work will range in size from small to large-scale, with on-call services that may include, but not be limited to, the following: o Engineering investigations, evaluations, and feasibility studies; o Alternatives analysis and conceptual design reports; o Master planning documents for infrastructure systems; o Development, calibration, and maintenance of computer models for water, wastewater, and/or stormwater systems; o Geographical information system (GIS) and/or infrastructure asset management services; o Coordination with utility companies, other city departments, residents, industries, contractors and other consultants; o Preparation of cost estimates; o Coordination with regulatory agencies o Local, state and federal permitting o Identification of funding sources and securing grants; o Technical presentations to city officials, regulators, and/or the public; o Deed research and preparation of easement or land acquisition documentation related to engineering projects; o Design and preparation of bid documents; o Review of construction bid proposals, recommend contractor and assist with contract preparation; o Construction administration and resident inspection services; o Sub-consultant or sub-contractor services such as materials testing services; training/start-up services; surveying; geotechnical investigation and other field services related to engineering projects; o The selected firm shall have computer-aided drafting (CAD) and GIS capabilities upon request; o Supervisory control and data acquisition (SCADA) support services. o Funding support including application preparation and loan and grant management; o Any other requirements necessary to complete a project as determined by the City; The selected firm or firms must commit to provide services to the City in a timely manner, without reasonable delays. Question Deadline 04/22/2025 Any questions or inquiries must be submitted in writing, and, in order to be considered, must be received by the Purchasing Agent, Kathy Cragin, at k.cragin@dover.nh.gov no later than seven (7) calendar days before the RFQ due date and time. Any changes to the RFQ will be provided to all Proposers of record. Term of Contract: FY 2026 (starts 7/1/2025) through FY2029 (ends 6/30/2028). The City of Dover reserves the right to waive any formality, informality, information and/or errors in the submissions received and the right to reject any or all submissions at its discretion and to accept the submission(s) which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so.
