Install 40' x 8' 10" contractor procured Center wall to separate office work area from existing classroom install contractor procured 14' x 8' 10" wall to create office area. install power raceway for 6 each 110v outlets on 40' interior wall' Install new 36" X 84" standard maple door for classroom egress, install new 3' X 7' standard maple door for new office egress, each door should be equipped with silver colored lever action lockable handles. New installation to match existing structure with product laminate or cloth standard Tan or gray color. The Air Force Test Center (AFTC), Edwards AFB, CA, requests a proposal for work to be accomplished for the (MXG) for at Building 1220A within the western classroom. The work to be accomplished includes but is not limited to the following: Erect demountable walls, install doors for room access, Interior Finish each installed area. Responses will be posted via amendment on SAM.gov on or around 4/22/2025. Notice to Offeror: The Government reserves the right to cancel this solicitation, either before or after the closing date. The Government has no obligation to reimburse an offeror for any costs associated with preparation of a proposal. If awarded, this solicitation will result in a firm- fixed-price (FFP) contract. This is a Combined Synopsis/Solicitation for a B1220 Office Addition at Edwards AFB, CA. The Contractor shall provide installation of contractor furnished demountable walls, electrical outlets, doors, and painting services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR Part 13) will be used for this requirement. Solicitation number: FA930125Q0012 *Please provide the full solicitation number on all packages* Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-01, Defense Publication Notices DPN 20230131, DAFFARS Part 5301 (June 2024). This solicitation is set aside 100% for Small Business. The North American Industry Classification System (NAICS) number for this acquisition is 332311 with a size standard of 750 employees. Description of the items to be acquired: Purchase Order for B1220A Office Addition at Edwards AFB, California. Install 40' x 8' 10" contractor procured center wall to separate office work area from existing classroom. Install contractor procured 14'x 8' 10" wall to create office area. Install power raceway for 6 each 110v outlets on 40' interior wall. Install new 36" X 84" standard maple door for classroom egress with silver colored lever action lockable handles. Install new 3' X 7' standard maple door for office egress with silver colored lever action lockable handles. Paint new installation to match existing structure with 2 coats or more of the base standard Swiss Coffee colored paint. For additional details, please see the SOW (Attachment #1) Period of Performance (PoP): 90 Days from Date of Award The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Oct 2018), applies to this acquisition. Provisions and clauses can be viewed via internet at Acqusition.gov, https://www.acquisition.gov/ Offerors shall prepare their quotations in accordance with FAR 52.212-1. In addition, the following information shall be included in a cover letter. If a section does not apply to an offeror, simply state "N/A". PROVIDE THE FOLLOWING CONTRACTOR INFORMATION WITHIN YOUR QUOTE: SAM UEI Number: TIN Number: CAGE Code: Contractor Name: Payment Terms (NET30) or Discount: Point of Contact and Phone Number: Email Address: Warranty: Date Offer Expires: The Total Quoted Price shall also be stated by the offeror in Block #26 on page 1 of the SF 1449 Model Contract and broken down by CLIN on page 3 of the SF 1449 Model Contract. Offerors shall complete all portions of SF 1449 blocks 12, 17a, 26, 30a, 30b, 30c, and the CLINs 0001-0007 on page 3 of the SF 1449 Model Contract. In doing so, the offeror accedes to the contract terms and conditions as written in the Model Contract, with attachments. The provision at FAR 52.212-2 Evaluation - Commercial Items (Nov 2021) applies to this acquisition. ADDENDUM to FAR 52.212-2, Evaluation - Commercial Items (Nov 2021) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Total Quoted Price Technical capability of the time offered to meet the Government requirement; (Your quote package MUST clearly show and demonstrate your company's ability to meet the stated requirements outlined in Attachment 1- Statement of Work 20250331. Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation.) Technical adherence to FAR 52.212-1 "Instructions to Offerors" by the Offeror This will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor's ability to provide the product and related service as outlined in the Statement of Work attachment. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be reviewed in sequence with the lowest priced offer (i.e., the amount the offeror specifies in Block #26 of the Model Contract) being evaluated first. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation. Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications -Commercial Items (Feb 2024), with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Nov 2023), applies to this acquisition.
