Notice Type: Synopsis of Contract Action - Brand Name Big Top Insulation with Incidental Installation Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) - Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1). Contract Award Date: TBD Contract Award Number: TBD Synopsis: This is a synopsis for a brand name requirement for Big Top Insulation with Incidental Installation published for informational purposes only. This requirement will be solicited orally. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue oral solicitations as a 100% Small Business Set Aside for Big Top Insulation at Edwards AFB, CA. The requirement specifications are as follows: Insulation Package 1 R-19 Batt insulation. Includes opaque 18oz interior fabric liner. Insulation is installed between the outside cover and interior liner. Interior liner covers the Batt insulation to ground level on each side as well as the end walls. Turnkey Installation 1 Installation of Batt Insulation for existing Big Top Shelter. Installation by Big Top. Big Top Shelter Specifications below: Big Top Shelter 1 - 40' Wide X 80' Long X 30' Center Height (24' Sidewall) Frame o 24" heavy wall galvanized tubular steel Bi-beam truss design. o Trusses are spaced 10' on center. o All weld joints coated with 97% zinc "cold gal" for corrosion protection. Cover o 28oz white, flame retardant, PVC vinyl fabric with polyester scrim. o Fabric ends at the base of the shelter. A skirt covers the base rail. o Fabric meets the State of CA Fire Marshall Code and NFPA 701. o Includes 1ea. 18" deep well socket for cover tensioning. o Includes 1" flat bar and tech screw trim kit for securing the skirt. Existing End Panels 2 - Access end panel with 1ea 14' wide x 14' high metal rolling doors. Personnel Door 2 - 36" x 80" Telstar Steel Personnel Door Existing The established structure is manufactured by Big Top Manufacturing LLC. The Big Top's shelter insulation is certified by the manufacturer to meet their specified loading requirements, ensuring structural integrity and optimal performance. Big Top also installs an interior fabric liner after the insulation installation that is manufactured by Big Top and is made specific for their shelters. Therefore, this is a Brand Name requirement for certified Big Top Insulation. All offerors must be able to provide Big Top insulation and fabric liner and must be a certified installer of Big Top Manufacturing LLC. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 - Ombudsman, will be included in any potential solicitation and contract for this acquisition.
