The responsibility for submitting a response to this IFB to the Montgomery Housing Authority on or before the stated time and date will be solely and strictly the responsibility of the bidder. The Housing Authority is not liable for any costs incurred by the Bidder prior to issuance of a contract. The Bidder shall wholly absorb all costs incurred in the preparation and presentation of the bid. Pre-qualification of bidders is not required prior to submission of a bid. SUBMISSION DEADLINE: THURSDAY, MAY 8, 2025 @ 9:30 AM CST. All inquiries, requests for site visits and/or additional information relative to this IFB should be directed to Sheila Brown, Procurement/Contract Administrator at online . by the date and time as indicated on page one of this IFB (Last Day for Questions). Bidders must submit one (1) copy of the bid submittal, including extending tabs, in a sealed package, properly addressed. So that the Agency can properly evaluate the offers received, all such hard-copy bid submittals must be formatted in accordance with the sequence noted below. Each category must be separated by index dividers numbered (which number extends so that each tab can be located without opening the bid). None of the proposed services may conflict with any requirement the Agency has published herein or will issue by addendum. The Montgomery Housing Authority (MHA) seeks bids from qualified, licensed, and insured entities to provide the following detailed services: General Description of Services. The purpose of this IFB is to form a pool of contractors that the Agency may draw from to contract for all phases of on an on-call (task order) basis: Lot #1, Plumbing-related Work. Plumbing-related work including, but not limited to, repairing, and replacing plumbing fixtures such as: toilets; sinks; bathtubs; drain systems; and water and sewer lines; and Lot #2, Sewer & Drain-related Work. Sewer & Drain-related work including but not limited to the following: excavation of sewer lines, hydro-jet pumping, holding tank pumping, and sewage pump repair and installation. Additional Services. Any other Plumbing and/or Sewer & Drain-related maintenance, repair, or installation work the Agency may order. o Work may be in the interior of exterior of a building to include yards. o Routine service calls, emergency service calls, after-hours, and holiday service calls, including troubleshooting, repairs and maintenance o All repairs are to be made by no less than a Journeyman Plumber under the supervision of a Master Plumber. o An awarded contractor must own or have timely access to all necessary tools and equipment to provide all services. Work Standards. It is the responsibility of each Contractor to ensure that each worker provided by the Contractor shall be fully trained and qualified to provide any assigned work. Accordingly, all work provided shall be guaranteed by the Contractor to be performed in a workmanlike manner and in accordance with all applicable laws, codes, and/or regulations, including, but not limited to: Uniform Building Code (UBC), the Uniform Plumbing Code (UPC), the City of Montgomery, the County of Montgomery, and/or the State of Alabama, or any applicable Federal Agency. Supplement to Agency Staff. The Agency anticipates that it will utilize the awarded contract(s) that ensue from this IFB to potentially supplement the work of the Agency's in-house staff. The contractor will have and maintain all required licenses necessary to conduct business in the City of Montgomery and/or, if applicable, State of Alabama and any specialty licenses required to perform the required work listed in this IFB. Any current copies of licenses should be included in the submission of this IFB or be on file in the Procurement Department. The awardee will maintain the business license in good standing and on file in the Procurement/Contract Office of the Montgomery Housing Authority, during the duration of the contracted work. The company must certify/show proof of workers compensation (if applicable), general liability (minimum coverage of $1,000,000 per occurrence) and auto liability ($1,000,000 per occurrence). Insurance coverage must be maintained throughout the term of the contract. Copies of all proof of insurance must be on file in the Procurement Office prior to contractor beginning work. Bid security must be furnished with bids that is in the amount of $100,000.00 or more. Bid security shall be in the form of a bid bond (executed by a surety company duly authorized and qualified to make such bonds in Alabama) or a cashier's check (drawn on an Alabama bank) payable to MHA. The amount of the bid security should not be less than 5% of MHA's estimated cost of the work or of the contractor's bid but is not required to be more than $10,000.00. MHA does not anticipate bid security will be typically necessary. For construction contracts greater than $250,000, the above bonds/guaranties must be obtained from guarantee or surety companies acceptable to the U. S. Government and authorized to do business in the State where the work is to be performed. Individual sureties shall not be considered. U. S. Treasury Circular Number 570 lists companies approved to act as sureties on bonds securing Government contracts, the maximum underwriting limits on each contract bonded, and the States in which the company is licensed to do business. Use of companies on this circular is mandatory. The MHA reserves the right to reject any or all bids, to waive technicalities and to accept any offer deemed to be in the best interest of MHA. Montgomery Housing Authority reserves the right to seek additional or new bids and to waive informalities and minor inequities in bids received.
