Start/Delivery Date July 2025 The City of Santa Rosa's Laguna Treatment Plant (LTP), a 21.3-million-gallon-per-day tertiary wastewater treatment plant, serves approximately 230,000 residents in the cities of Santa Rosa, Rohnert Park, Cotati, Sebastopol, and unincorporated portions of Sonoma County. The LTP was originally constructed in 1968 and has undergone multiple improvements since then. The plant removes organic and suspended material from the waste stream to Title 22 levels. The recycled water is typically beneficially reused for irrigation and Geysers recharge. Additionally, LTP produces an average of 120 wet tons of biosolids per day. During summer, Class B biosolids are trucked to local farms for land application as fertilizer or soil amendment on fodder crops. During the wet months, biosolids are hauled to the Lystek Organic Material Recovery Center, Solids Storage Facility at Alpha Farm, or the Redwood Landfill in Novato. The goal of the Regional Water Reuse System Master Plan (RWRSMP) Update is to provide the City with an updated strategic planning guidance document and in-depth analysis of key focus areas. The City intends to produce a strategic master plan that supports decision-making over the next 10 years while maintaining a 20-30 year planning horizon.
