Description Environmental Services - Stream Restoration Construction - Environmental Reclamation Construction - Environmental Restoration The State of Montana Natural Resource Damage Program (NRDP), is conducting a limited solicitation for construction contractors. The draft Contract, found under Buyer Attachments, contains a Scope of Work with a detailed description of the project. All responses must comply with the instructions and procedures contained herein. NRDP seeks a Contractor to provide all labor, equipment, and materials to execute the work associated with placement of riprap at the Orchard Diversion near Bridger, Montana, as shown in Appendix A of the draft Contract. Work will include mobilization/demobilization, acquisition/hauling/placement of an estimated 550 tons of riprap, site reclamation, and site revegetation as described in draft Contract. Requested services and deliverables are contained herein. Contractor must provide a detailed schedule, including start date and completion date. It is desired that rip rap placement is completed prior to May 9, 2025, and site reclamation and revegetation by May 23, 2025. Scope of Work The State of Montana Natural Resource Damage Program (NRDP) is conducting a limited solicitation with the intention of entering into one Contract for construction services at the Orchard Diversion near Bridger, Montana. In 2022, the Clarks Fork of the Yellowstone River experienced a flood that damaged the Orchard Diversion headgate structure. In 2023, the Orchard Canal and Stillwater Conservation District conducted an emergency repair project to temporarily restore the headgates and to add additional riprap to the upstream river right stream bank to protect the irrigation infrastructure. NDRP is seeking a Contractor to implement the second phase of the restoration designed by Tetra Tech, Inc. (Engineer) starting in spring of 2025. The scope of work for the Contractor includes but is not limited to procurement of materials, installation of riprap, and reclaiming the site to existing conditions. The work included in this scope of work is broken into four bid items described below. Contractor shall use the existing access road shown in Appendix A. The Contractor shall be responsible for providing all labor, equipment, and materials to execute the work described herein. Contractor shall be the sole authority for the means and methods necessary to complete the Work as specified and described in the Contract Documents. Contractor assumes full and sole responsibility for the capability of selected construction techniques to complete the Work in accordance with the Contract Documents. Contractor also assumes full and sole responsibility for safety and environmental protection with the selected construction techniques. Review and acceptance of submittals by Engineer in no way relieves Contractor of these responsibilities. The phrase "by Engineer" does not refer to the means and methods of construction, but instead to Engineer's directions or instructions to Contractor as to the scope of the Work, what the Contract Documents require, and whether the Work satisfies the Contract requirements. Contractor shall respect all property boundaries and shall protect from damage monuments, trees outside the project, utility poles, and other features. Contractor shall protect all property corners, section corners, highway monuments, property pins, survey monuments, and benchmarks. All such disturbed survey monuments shall be reset by a Professional Land Surveyor licensed in the State of Montana at Contractor's expense and at no additional cost to Owner. Contractor shall dispose all liquid waste off-site in a legal manner. Liquid wastes may include, but are not limited to, grease, used motor oil, and sanitary waste. Contractor shall include all solid waste in a single location and store in a manner that prevents wind entrainment. Contractor shall provide and maintain suitable garbage receptacles at the staging area and other locations within the Site as appropriate. The garbage receptacles shall be covered and physically secured to prevent loss of contents by weather. Contractor shall empty the garbage receptacles as needed and ensure the garbage is properly disposed of at a licensed landfill facility. Contractor shall inform employees and Subcontractors of the locations of the garbage receptacles, instruct them not to litter, and require that all garbage generated on-site is properly disposed. Contractor is responsible for site security and shall retain personnel if needed. Contractor shall lock all security gates to always prevent public access to all portions of the Site.
