Midland County, hereafter called County, invites sealed proposals from interested qualified Vendors, hereinafter called Vendors, for asbestos abatement and subsequent demolition of the former Gem and Mineral Society Structure. The following pages provide general information about the requirements and specifications for the package. Responses to all questions received will be sent to each Contractor/Vendor known to have copies of the Request for Proposal. RIGHTS OF THE CONTRACTING AUTHORITY: Midland County reserves the right to withdraw this RFP at any time and for any reason. Midland County also has the right to terminate its selection process at any time and to reject all responses, or all proposals. Receipt of the proposal materials by Midland County or submission of a proposal to Midland County confers no rights upon the vendor nor obligates Midland County in any manner. Vendor will be responsible for providing all supplies, equipment and labor to completely remove asbestos, per the project objectives as listed below. A. Remove all asbestos containing material from the former Gem and Mineral Society Structure (see identified areas on drawings, pages 11-14) 1. Abatement of multi-layer wall surfacing on plaster mesh (exterior) 1750 sq. ft. 2. Abatement of wall & ceiling surfacing/texture with join compound on sheetrock (interior) 4,200 sq. ft. 3. Abatement of 9"x9" floor tile with mastic (NE Room) 300 sq. ft. 4. Abatement of 12"x12" vinyl flooring squares (restrooms) 24 sq. ft. 5. Abatement of tan vinyl sheeting on prep tables & kitchen counter (NE room & kitchen) 100 sq. ft. B. Contractor shall ensure that no individual is exposed to asbestos fibers in excess of levels set by law. C. Contractor shall ensure that no asbestos contamination occurs outside any containment erected by Contractor. D. Contractor shall ensure that all asbestos waste is disposed of in accordance to all applicable laws. E. Contractor shall document all activities pertaining to this project in accordance with all applicable laws. Prior to removal, utilizing full PPE, the Contractor shall clean and dispose of non-asbestos materials as regular waste if materials can be de-contaminated. The Contractor will be responsible for disposal of all waste. No debris shall be left on the property.
