Reference Number 0000383454 The purpose of this flooring contract is to select qualified vendors to provide, install, and maintain high-quality flooring materials for Boulder County Housing Authority (BCHA). This contract is essential for ensuring the durability, functionality, and aesthetic appeal of the flooring in our facilities, which serves as below market value homes. Scope of Work: 1. Site Assessment and Preparation: o Conduct a detailed assessment of existing floor conditions across the various units to determine the extent of preparation required (e.g., removal of old flooring, surface leveling, moisture testing). o Properly prepare all subfloors for new flooring, ensuring they are clean, dry, level, and free from debris, as well as addressing any structural issues. o Removal and disposal of existing flooring materials (carpet, vinyl, tile, etc.) and other debris as required, following environmentally responsible methods. 2. Flooring Installation: o Supply and install a variety of flooring materials, including but not limited to carpet, LVP, resilient flooring, hardwood, tile, and other materials as specified in the project plans. o Installation of underlayment, moisture barriers, and necessary adhesives or fasteners, ensuring proper installation according to manufacturer specifications and local codes. o Perform all work with attention to detail, ensuring clean, straight seams, proper alignment, and uniform coverage, with no visible defects. 3. Materials Selection and Specifications: o Provide recommendations for high-quality, durable, and low-maintenance flooring materials suitable for both residential and high-traffic areas. o Flooring options should meet Boulder County Housing Authority's standards for safety, aesthetics, durability, and sustainability. o Ensure materials are environmentally friendly and comply with local and federal regulations regarding low-VOC and non-toxic products. 4. Safety and Compliance: o Ensure all work is performed in compliance with OSHA safety standards, including the proper use of safety equipment and protocols to ensure the safety of workers and residents. o Adhere to local, state, and federal regulations, including building codes and accessibility standards, to ensure the work is in full legal and regulatory compliance. o Ensure proper disposal of all construction debris and hazardous materials according to local environmental regulations. 5. Quality Control and Finishing: o Conduct quality assurance inspections at every stage of the project, ensuring that installations are free of defects such as bubbles, wrinkles, gaps, or uneven seams. o Provide post-installation cleaning services to ensure all floors are ready for use upon completion. o Address any concerns or adjustments promptly and thoroughly, offering longterm guarantees on workmanship. 6. Project Management and Communication: o Provide a dedicated project manager who will act as the primary point of contact with the Boulder County Housing Authority, ensuring consistent communication and coordination throughout the project. o Maintain clear and effective communication with the Housing Authority Maintenance manager(s) regarding the progress of the work, scheduling, and any unforeseen challenges or changes. o Provide regular updates on the project's status and confirm that each phase meets project milestones and timelines. Qualifications and Experience: 1. Licensing and Certification: o The contractor must be fully licensed and insured to perform flooring work in residential and commercial settings according to provided Exhibit A. o Valid workers' compensation, general liability insurance, and bonding as required by local and BCHA regulations 2. Experience: o Experience in commercial and residential flooring installation, with a proven track record of completing large-scale projects, ideally in multi-unit housing or government projects. o Experience working with a variety of flooring materials, including carpet, vinyl, tile, hardwood, and other specialized floor coverings. The selected flooring contractor will be responsible for the installation of flooring systems across multiple housing units within the Boulder County Housing Authority. This includes providing quality flooring solutions for both common areas and individual residential units, ensuring high standards of workmanship, adherence to project schedules, and compliance with all relevant building codes and safety regulations.
