Renovation of a mixed-use development in Fresno, California. Completed plans call for the renovation of a residential development; and transportation facility.

City of Fresno seeks experienced Contractors, teams, and/or joint ventures (Bidders) capable of providing services for Sound Mitigation Acoustical Remedy Treatment (SMART) program. The scope of work involves acoustic treatment modifications at 40 homes near Fresno Yosemite International Airport which includes the installation of replacement acoustically rated windows, sliding glass doors and exterior doors. Additionally, the scope of work may include the replacement of doors separating the garage from the livable area of the dwelling, the installation of new HVAC systems, electrical service upgrades, and negative ventilation systems. Miscellaneous items of work may include the fabrication and installation of baffles at through-wall air conditioning and/or evaporative cooling units, exterior wall patching and the installation of sound attenuators or the modification of existing. All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier's check, an irrevocable letter of credit, or a certificate of deposit or a bidder's bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. Copies of Bid Deposits may be submitted electronically, with the exception of a certified or cashier's check, which must be brought to the Purchasing Manager's office and labeled accordingly with the bid number prior to the bid opening. The City of Fresno hereby notifies all Bidders that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era or on any other basis prohibited by law. The City will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. This is a federal project funded with financial assistance from the U.S. Department of Transportation, Federal Aviation Administration (FAA). Type of Award Lump Sum Liquidated Damages $500 Per Working Day Project Duration 240 Calendar Days after Notice To Proceed A 100 percent Payment Bond and 100 percent Performance Bond for all public works contracts must be filed with the Contract Documents and approved by the City before the Contractor enters upon performance of the Work. No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class "B" Contractor's License issued by the State of California. The City reserves the right to reject any and all bids. A. The Project consists of acoustical treatment modifications at not less than THIRTY (30) homes and not to exceed FORTY (40) homes identified in the Contract Documents in close proximity to the Fresno-Yosemite International Airport, Fresno, California. The scope of work includes the installation of replacement acoustically rated windows, sliding glass doors and exterior doors. Additionally, the scope of work may include the replacement of doors separating the garage from the livable area of the dwelling, the installation of new HVAC systems, electrical service upgrades, and negative ventilation systems. Miscellaneous items of work may include the fabrication and installation of baffles at through-wall air conditioning and/or evaporative cooling units, exterior wall patching and the installation of sound attenuators or the modification of existing evaporative cooling plenums. All work locations may require hazardous materials abatement of asbestos containing materials or lead-based paint. B. The intent of the Contract Documents is that the Contractor and all subcontractors equally perform a complete finished job on each project home (dwelling unit). The Project Construction Documents do not represent a complete performance of labor or use of materials, and the Contractor and subcontractors shall be held responsible for any rectification of incomplete work, omissions, or duplications, regardless of the contents of the Construction Documents. Incomplete or unfinished work will not be accepted, and no extra compensation will be granted for completion and finishing to standards acceptable to the Airport's Construction Manager. The Contractor shall do the work quickly and completely with as little disturbance to the property owners and tenants as possible. The Contractor shall proceed with the work at each project home from beginning to end without interruption. To this end, the Contractor shall work within the prescribed limitation on the number of project homes that can be worked on at any one time and the number of days that may be spent on one project home. The Contractor shall be responsible for making arrangements with each property owner and tenant for access to the project homes. C. The scope of work for each project home is described in Volumes 2 and 3, Project House Plans and Details. The Details for the project are included in the Section titled Details. D. The results of limited lead and asbestos testing at each project house are contained in Volumes 4 and 5, Limited Lead and Asbestos Survey Results of the contract documents. E. The Contractor shall visit all work sites during the bidding period to verify the exterior physical conditions and surrounds of the proposed work
