Site work for a water / sewer project in Atlantic Beach, Florida. Completed plans call for site work for a water / sewer project.

The project consists of furnishing all labor, equipment and materials for surface preparation, interior & exterior painting, replacement of all roof vent screens, installation of two manual water level gauges and completion of condition assessment inspections on two 200,000 gallon concrete ground storage tanks at Water Treatment Plant No. 1, as described in the Contract Documents. All work shall be performed in accordance with the Contract Documents. The project site is at the following location in Duval County, Florida: Water Treatment Plant No. 1, 469 11th Street, Atlantic Beach, FL 32233. Patty Drake, Procurement Manager, pdrake@coab.us. All questions must be submitted in writing via e-mail to Patty Drake. The deadline for all questions will be 1:00 PM Thursday, May 8th, 2025. All questions & answers, or other information will be posted to the City's site as an addendum. No bidder or its affiliate(s) shall contact any City employee or its affiliates by phone or in person, or any other method other than e-mail to the designated contact person to discuss this project prior to the bid opening, otherwise known as the Cone of Silence. A Performance and Payment Bond will be required of the successful bidder. Bid prices must remain valid for ninety (90) days after the public opening of the bids. Goods and services proposed shall meet all requirements of the Ordinances of the City of Atlantic Beach. The City of Atlantic Beach reserves the right to reject any or all bids or parts of bids, waive informalities and technicalities, make award in whole or in part with or without cause, and to make the award in what is deemed to be in the best interest of the City of Atlantic Beach. Description of Work: The work consists of furnishing all labor, equipment and materials for surface preparation, interior & exterior painting, replacement of all roof vent screens, installation of two manual water level gauges and completion of condition assessment inspections on two 200,000 gallon concrete ground storage tanks at Water Treatment Plant No. 1. Both tanks are approximately 12' high and 50' wide by 50' long. Aerator screens replacement is not part of this project. The work consists of: 1. Exterior Wall and Roof Surface Preparation: Remove all previous coatings and resurface. Resurface large areas up to 1/16-inch Thoroseal 581, for repairs 1/4 -4" deep Tnemec Series 217 Mortar Crete (Requires re-blasting). Surfacing and repairs up 1/16 to 1" Series N218 MortarClad. 2. Exterior Wall Painting: Apply a primer coat of Tnemec Series 151 Elasto-Grip at 1.0- 1.5 mils DFT. Tnemec Series 156 Enviro-Crete mixed with fine aggregate may be brushed into hairline cracks for a stripe coat followed by two coast of Tnemec Series 156 Enviro-Crete @ 4.0-8.0 mils each. 3. Roof Painting: Apply a primer coat of Tnemec Series 151 Elasto-Grip at 1.0-1.5 mils DFT followed by a finish coat of Tnemec Series 154 Tnemguard @ 10.0-14.0 mils DFT. 4. Aerator Catch Basin Rehabilitation: Remove all previous coatings and resurface. Large cracks, voids and other surface imperfections should be filled with Series N218 MortarClad.Prime with Tnemec Series N-140 at 4.0-8.0 mils followed by a finish coat with Tnemec Series 1029 Enduratone Semi-Gloss at 50.0-80.0 mils. 5. Previously Painted PVC Pipe and Fan Housings: Remove chalk and old paint not tightly bonded to the surface. Clean all visible rust. Remove deteriorated sealant around thru-roof penetration and install Sika Hy-Flex 407 Everflash Universal Sealant. Apply finish coat with Tnemec Series 1029 Enduratone Semi-Gloss at 2.0-3.0 mils. 6. Vent Screens: Remove and replace all vent screens with black 224 denier 100% polyester screen with 800 holes per square inch. 7. Interior Surface Preparation: Remove all previous coatings, remove deteriorated metal from old wall mounted access stairs. Prepare all interior piping to near white metal blast standards. Utilize Tnemec Series 217 as a concrete repair mortar, apply Tnemec Series 218 or Mortartec Ceramico for concrete surfacing, utilize Tnemec Series 215 for metal pit filler. 8. Interior Surface Painting: Apply primer coat and stripe coat with Tnemec Series N140 Potapox @ 5.0-7.0 mils DFT each followed by two coats of Tnemec Series 21 Epoxoline @ 8.0-12.0 mils DFT each. 9. Install new mechanical water level gauges on each ground storage tank providing for an external visual assessment of tank water levels. 10. Complete Ground Storage Tank inspections after completion of painting work and complete a report of findings for each ground storage tank signed and sealed by a professional engineer. A. Pre-construction, progress and final photographs shall be taken at periodic intervals, not to exceed thirty (30) days, showing the extent and progress of the work performed as of that date. 1. Initial pre-construction photographs shall be taken no later than fourteen (14) calendar days after Notice to Proceed and prior to beginning of any construction. 2. Progress photographs shall be taken at each location of work on the day ending the period for which partial payment is requested during the development of stages and condition of work and as directed by the Owner. 3. Final photographs shall be taken in the same manner and location as specified for progress photographs. 4. At each specified time, take photographs of each major structure or area of work. Furnish two (2) photographic prints of each view. B. QUALITY ASSURANCE 1. Camera: Use digital camera as approved by the Owner. C. Submittals 1. Submit photographs in with pay request for work photographed. 2. Submit digital files in .jpg at final closeout meeting. A. Work included: 1. Two 200,000 gallon concrete ground storage tanks: Remove all previous exterior and interior coatings,paint/finish the interior and exterior concrete. 2. Surfaces not specifically excluded shall be painted, whether new or old. 3. Replace all ground storage tank vent screens with black 224 denier 100% polyester screen with 800 holes per square inch. 4. The ground storage tanks can be isolated and only one ground storage tank at a time will be drained and taken offline prior to initiating repairs and repainting. B. Work notincluded: Unless otherwise indicated, painting of the following surfaces will not be required. 1. Metalsurfaces of anodized aluminum,stainlesssteel, chromiumplate, copper,bronze and similar non-ferrous materials. 2. Do not paint over required labels or equipment identification, performance rating, name, or nomenclature plates. C. Quality control: 1. All work shall be in compliance with the latest version of ANSI/AWWA D100-11 and D102-14. 2. All work shall be in compliance with the latest version of the International Building Code. 3. All work shall be in accordance with OSHA Safety and HealthStandards. D. Related work: 1. Documents affecting work of this Section include, but are not necessarily limitedto, General Conditions, Supplementary Conditions, and Sections in Division 1 of these Specifications. E. Definitions: 1. "Primer Coat", as used herein, means Tnemec Series 151 Elasto-Grip for the tank exterior walls and roof, Tnemec Series N-140 for the aerator catch basins and Tnemec Series N140 Potapox for interior surfaces. 2. "Stripe Coat", as used herein, means Tnemec Series 156 Enviro-Crete mixed with fine aggregate for the tank exterior walls and roof and Tnemec Series N140 Potapox for interior surfaces. 3. "Paint", as used herein, means Tnemec Series 156 Enviro-Crete for the tank exterior walls, Tnemec Series 151 Elasto-Grip for the tank roofs, Tnemec Series 1029 Enduratone Semi-Gloss for the aerator catch basins & previously painted PVC pipe and fan housings and Tnemec Series 21 Epoxoline for interior surfaces.
