Renovation & Addition to Betances Learning Lab Magnet School Phase 2: Landscape, Building & Site (Bid Package #2.26.1 - Electrical System) Downes Construction Company, LLC acting as Construction Manager on behalf of the City of Hartford will receive one original and one copy of bids for the individual bid packages identified in the Contract Documents and as indicated below for the Renovations to Betances Learning Lab Magnet School located at 42 Charter Oak Avenue Bid Package Description Bid Package #2.26.1 Electrical System (PLA)* A PRE-BID CONFERENCE - Not Applicable. BIDDING REQUESTS FOR INFORMATION (RFI) - All questions regarding bidding procedures, bidding documents and construction procedures are to be directed in RFI form to the Construction Manager Downes Construction Company at betancesbid@downesco.com. All answers will be published by written Addendum. Extension of the RFI deadline may only be revised by written addendum. Questions received verbally will not be answered. The RFI submission deadline is five (5) business days prior to the bid due date at 12 noon EST. RFI submission deadline may be extended by addenda at the CM’s discretion. Each Subcontractor will responsible to document a “Good Faith Effort” to employ a participating workforce comprised of: • 30% Hartford residency (the contractor assures that no less than 30% of the total project work hours will be worked by Hartford residents. • 15% minority/women (the contractor assures that no less than 15% of the total project work hours, by trade, will be worked by minority trades workers • The labor force and MWBE subcontracting requirements are based on the whole value of the contract and not distinguished by funding source • All PLA contractors are required to sub 15% of their scope’s value to a City of Hartford MWBE certified contractor/supplier. Failure to do so, is cause for bid rejection. Refer to the Project Labor Agreement and the Downes Implementation Plan provided for additional information and requirements.
