Site work for a water / sewer project in Steubenville, Ohio. Completed plans call for site work for a water / sewer project.
Installation of a bulk water sales station to include water main extensions, site development, new electrical service and storm drainage. The engineer will accept questions for this project until 4:00 pm on April 28, 2025 by submitting any questions in writing to mail@wequicksall.com or fax (330) 339-2227. Each bidder must deposit with their bid, security in the amount and form as stated in the Instructions to Bidders. Bids shall be subject to the condition that the right is reserved to hold bids for a period not longer than 60 days after date of opening and/or to award at any time during the period. State of Ohio Prevailing Wage Rates for Jefferson County will be applicable to this project. The OWNER reserves the right to reject any and all bids, or to increase, to decrease or omit any item or items and/or to award to the lowest and responsible, responsive bidder. The Owner also reserves the right to waive any informalities or irregularities in the Bid received. The selected contractor must register using the Application for Contractor's Registration with the City of Steubenville before the project is awarded. Application shall be submitted to the following: City of Steubenville Building Inspection Division, 115 S. Third St., Suite 108, Steubenville, OH 43952 (740) 283-6000 ext. 1700. A pre-bid conference will not be conducted for this Project. A Bid must be accompanied by Bid security made payable to Owner in an amount of 10% of Bidder's maximum Bid price (determined by adding the base bid and all alternates) if in the form of certified check or bank money order or for 100% of the bidders maximum bid price if in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Such Bid bond will be issued in the form included in the Bidding Documents. The Work will be substantially complete within 180 days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 210 days after the date when the Contract Times commence to run. Lquidated Damages A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above and that Owner will suffer financial and other losses if the Work is not completed and Milestones not achieved within the Contract Times, as duly modified. The parties also recognize the delays, expense, and difficulties involved in proving, in a legal or arbitration proceeding, the actual loss suffered by Owner if the Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty): 1. Substantial Completion: Contractor shall pay Owner $500 for each day that expires after the time (as duly adjusted pursuant to the Contract) specified above for Substantial Completion, until the Work is substantially complete. 2. Completion of Remaining Work: After Substantial Completion, if Contractor shall neglect, refuse, orfail to complete the remaining Work within the Contract Times(as duly adjusted pursuant to the Contract) for completion and readinessforfinal payment, Contractorshall pay Owner $500 for each day that expires after such time until the Work is completed and ready for final payment. 3. Liquidated damages for failing to timely attain Milestones, Substantial Completion, and final completion are not additive, and will not be imposed concurrently. B. If Owner recovers liquidated damages for a delay in completion by Contractor, then such liquidated damages are Owner's sole and exclusive remedy for such delay, and Owner is precluded from recovering any other damages, whether actual, direct, excess, or consequential, for such delay, except for special damages (if any) specified in this Agreement.
