The Jacksonville Transportation Authority (the 'Authority' or 'JTA') is seeking competitive proposals from qualified firms hereinafter referred to as (Contractor') to provide JTA properties with elevator and escalator maintenance services, in accordance with the terms, conditions, and specifications as further detailed in the Scope of Work. Deadline for Questions:April 28, 2025, 12:00pm The Jacksonville Transportation Authority (the 'Authority' or 'JTA') is seeking competitive proposals from qualified firms hereinafter referred to as (Contractor') for elevator and escalator maintenance services at all JTA properties, in accordance with the terms, conditions, and specifications contained in this solicitation. The Contractor will furnish all material, labor, supervision, tools, supplies and equipment necessary to provide full maintenance service, including all adjustments, tests, parts or component replacements, and repairs to keep the elevators and escalators in continuous use at their established capacity and efficiency and for their intended purpose. Below are a list of elevators and escalators the JTA currently owns and maintains. Should the JTA add additional elevators or escalators based on business needs during the life of this Contract, a contract price for the added equipment will be negotiated and added to this Contract by the way of a fully executed Contract Amendment. This property elevator and/or escalators will be added through a contract amendment. DESCRIPTION OF SERVICES The Contractor shall regularly and systematically examine, clean, lubricate, adjust, and when conditions warrant, repair or replace the following: Escalator Machines, or Drive Units Step Chains or Links Main Drive Chains or Belts Handrail Drive Chains, Belts, And Tracks Controllers, Sprockets Door Operators and Hangers Door Contacts Door Protective Devices Load Weighing Equipment Car Frames Cab And Counterweight Guide Shoes Clean Escalator Steps (Annually) All Mechanical Operating Parts Thereof, Including But Not Limited To: Drive Motors Worm Gear and Gears Bearings/Roller Bearings Rotating Elements Brake Magnet Coils or Solenoids Brake Shoes, Linings, Discs, and Pads Windings and Coils Contacts and Relays Resistors and Transformers Solid State Devices Controlled Stop Brake Emergency Car Lighting Pumps and Pump Motors Contacts and Limit Switches The Contractor shall keep all equipment properly lubricated at all times. The Contractor shall furnish lubricants and fluids that comply with the equipment manufacturer's specifications. The Contractor shall routinely examine, and when conditions warrant, replace step rollers with new O.E.M. parts unless substitute parts are approved by the JTA Skyway Manager to provide for a smooth and quiet operation. The Contractor shall routinely examine, clean, adjust, and when conditions warrant, repair or replace the following operating and safety devices with new O.E.M. parts unless substitute parts are approved by the JTA Project Manager including but not limited to: Stop Buttons Brake on main Drive Sprocket Slack Step Chain/Link Switches Skirt Safety Switches Voice Warnings Handrail Safety Switches All other Safety Devices The Contractor shall routinely examine, adjust, and when conditions warrant, repair or replace with new O.E.M. parts unless substitute parts are approved by the JTA Project Manager: Gear Sprockets Bearings Step Treads Sections Comb Plate Finger Sections Handrails Handrail Guides Elevator Door Sills Handrails shall be replaced when the condition of the handrail does not meet all safety standards, shows excessive wear, has significant cut grooves, or becomes unsightly as determined by the JTA. Replacement of these handrails must be approved by the Skyway Manager or his designee. The Contractor shall maintain a spare handrail for each size unit in operation or have access to a new one within forty-eight (48) hours. EXCEPTIONS The Contractor assumes no responsibility for the following items, which are not included under these specifications. If repair for these items is necessary, the Contractor will provide new Original Equipment Manufacturer (O.E.M.) parts and supply labor to complete this work. A proposal, itemizing all of the materials and labor hours required for such projects, will be submitted to the JTA Facilities Manager for approval and a fully executed Contract Amendment will be completed, before any work is performed. Exterior Panels Skirt and Deck Panels Balustrades Re-lamping of Illuminated Balustrades Power Switches, Fuses and Feeders to Controllers Cleaning of Exposed Surfaces Other malicious damage to the equipment, which is not a part of the normal maintenance Acts of God and natural disasters. All work completed due to misuse of equipment, vandalism, or other events that are in no way the fault of the Contractor must be approved in advance by the JTA Facilities Manager or his/her designee and then completed at the approved cost and invoiced separately. GOVERNING CODES, REGULATIONS, AND INSPECTIONS The entire maintenance program for the elevator and escalators shall meet the minimum requirements contained in the Florida Code 61-5, Chapter 399 and the American Society of Mechanical Engineers (ASME) A17 .1 Safety Code for Elevators and Escalators, latest issue. The primary Section of this Code is Section 8. Section 8.6 covers Maintenance, Repair and Replacement. Section 8.6.4 covers the maintenance of escalators and 8.6.5 covers the maintenance of Hydraulic Elevators. Section 8.6.8 covers the maintenance of escalators and moving walkways. Section 8.11 covers periodic Inspection and Tests. Compliance with all maintenance and inspections required by these Codes shall be the minimum requirements of this specification. The ASME code is available from ASME. The Contractor shall conduct annual Pressure Relief Valve (PRV) test on each elevator. RANDOM INSPECTIONS The JTA reserves the right to have the elevators and escalators inspected at any time by independent elevator, escalator inspector. Any deficiencies discovered during these random inspections will be corrected at the expense of the awarded Contractor. HOURS OF OPERATION The Contractor shall perform all work included in these Specifications, as well as emergency minor adjustments and call-back service during regular working hours (Monday - Friday 7:00am to 5:00pm) of regular workdays. All other emergency repairs and maintenance shall be approved by the JTA Skyway Manager or his designee. During normal work hours, the Contractor will respond as soon as possible after notification of a problem, and no more than three (3) hours after the call is received. The Contractor will be required to respond to emergency needs on a twenty-four (24) hour, seven (7) days a week basis. The elevators and escalators at the Skyway Stations are in operation from 6:00 A.M. until 9:00 P.M on Monday through Friday. Any scheduled special events requiring additional hours of operation will be provided to the awarded Contractor with a notice of at least thirty (30) days and the awarded Contractor shall have one (1) technician available on-call during these events. It is understood the awarded Contractor will be paid overtime for all time required for these special events. PERSONNEL REQUIREMENTS This Contract will require the Contractor to assign one (1) technician full-time (forty (40) hours per week) to the JTA during normal working days. Other personnel needed for repairs or replacement of equipment and parts should be provided in sufficient number to complete the work in a timely manner. When the full-time technician is absent for any reason, he shall be replaced with another technician of equal qualifications. CONDITIONS OF SERVICE The Contractor has the responsibility to make all necessary replacements, adjustments, and repairs required under the specifications, to keep the equipment running safely and properly. SPARE PARTS The Contractor shall keep in inventory a sufficient supply of spare parts for repairs for each elevator and escalator. Replacement parts and materials are to be new original equipment manufacturer's parts. The Contractor shall maintain an up-to-date inventory of all spare parts by part numbers for all escalators identified in this specification: 1) The following new OEM parts are to be supplied within two (2) hours' travel time: COILS - Minimum of one (1) for each type of relay or contactor used CONTROL CIRCUIT BOARDS - One (1) for each type of equipment CONTACTS - Minimum of three (3) for each type used COMBFINGER SECTIONS - Minimum of two (2) for each type used ROLLERS - Minimum of five (5) for each type used LUBRICANTS - A supply of Manufacturer's lubricants for each type used Step tread inserts or step assemblies Brake shoe and lining assemblies 2) The following new O.E.M. replacement parts are to be supplied within twenty-four (24) hours: Drive Motor for each type and size used Modular Reducer (if equipped) Complete step assemblies All other special spare parts necessary for each unit FILES/RECORDS The Contractor will be required to sign-in and out at the Owner's Operations and Maintenance Center Control Room located at 725 Leila Street during normal working hours and off-normal working hours. At the end of each day, the Contractor shall complete all service tickets for the work performed each day and leave a copy at the operations center. The Contractor shall provide an on-line service to allow direct access to all records from a personal computer. This service will allow the JTA to place a service call and review the status of the service call directly from the personal computer. The JTA will further be able to access repair and service call history for any unit under the contract. The Contractor, at no cost to the JTA, will provide instructions and training on how to use the system under normal operating conditions. As a minimum, the JTA will be able to view the following data on-line: Equipment availability by unit over the prior twelve (12) months Service callback date and statistics by unit Completed maintenance procedures by unit Equipment performance Equipment usage Place service calls Contract financial information The on-line system will be capable of delivering a customized information report to the JTA via email on a scheduled basis. The Contractor will provide, at no cost to the JTA all information, training and instructions on using the system. The Contractor will be provided the opportunity to supply replacement or new equipment, when necessary, under the direction of the JTA Project Manager or designee. This will be performed in a "turnkey" manner with the Contractor assuming responsibility for replacement and removal of the units, disposing of all equipment, and commissioning the new system. The cost of these services will be in addition to this contract at a competitive industry rate. No work shall begin until a fully executed Contract Amendment is completed. JTA reserves the right to acquire additional proposals should the cost proposed by awarded contractor appear to be excessive. SAFETY: The Contractor and all personnel must comply with all JTA Contractor Safety and Security Requirements as stated in Section II - Instructions to Proposers for conducting work on the JTA facilities/properties at no additional expense to the JTA and any local governmental entities. WARRANTY: The Contractor must have a standard warranty and warrant/guarantee that all materials, work, services and modifications, including, but not limited to, labor and installation, shall be free from defects in material and workmanship for a period of at least one (1) year from the date of completion. All products installed by the Contractor shall be warranted by the Contractor to be free from defects in material and workmanship for a period of one (1) year. JTA request the option to purchase an extended warranty, the warranty will be for five (5) years during the extended warranty period and if offered shall be included in the proposer's cost.
