The Scope of Work Under This Contract Consists of Furnishing All Supervision, Labor, Materials, Equipment, Tools, and Associated Work Necessary to Complete Package 3: Improve Rsa and Extend Runway 4-22 Project for Talbot County - Easton/newnam Field Airport. The scope of work for this project includes demolition of existing runway and taxiway pavements, earthwork, drainage, construction of new runway and taxiway pavements, soil cement, aggregate base, underdrain, paving, pavement marking, runway and taxiway lighting and signage, utilities, new electrical vault and ALCMS for airfield lighting systems and standby generator, new homerun duct banks and conduits, glideslope and shelter, localizer/DME and shelter, new PAPIs and REILS, new MALSF approach lighting, wind cones, runway pavement maintenance crack sealing and seal coat, fencing, topsoiling, seeding, and gravel roadways in support of the 3 nd construction package of the Airfield Modernization Program at ESN. It is the bidder's responsibility to ensure that their bid proposal is complete and submitted in a timely manner. All proposals must be received in a sealed envelope and clearly marked: "Bid 25-08, Request for Proposals, Package 3: Improve RSA and Extend Runway 4-22, EASTON/NEWNAM FIELD AIRPORT (ESN) - EASTON, TALBOT COUNTY, MARYLAND." Sealed bids to be submitted must consist of one (1) hard paper original copy and one (1) hard paper duplicate copy; each clearly marked as such and each placed in the sealed envelope. Electronic bid proposals will NOT be accepted. All bids shall conform to the requirements outlined in the bid documents. Each bid shall be accompanied by all completed bid forms (see Contract Specification Manual) and a bid guaranty in the amount of 5% of the total bid amount which shall be in the form of a Cashier's Check made payable to Talbot County, Maryland, or a bid bond which is underwritten by a surety company approved by the County. Qualified minority business enterprises (MBEs) and women's business enterprises (WBEs) are especially encouraged to participate. For any subcontracts, the prime contractor shall also encourage the participation of MBEs and WBEs The County Council of Talbot County reserves the right to reject any or all bids or to accept any bid, or portions thereof, when, in their judgment, the public will be better served. The Bid Package submitted by the successful bidder must be reviewed and approved by the Federal Aviation Administration and the Maryland Aviation Administration prior to award of the Contract. Accordingly, it is intended that the project be awarded to the successful bidder within 120 calendar days of the date specified above for publicly opening sealed bids. All unit prices shall be developed with consideration for project construction start-up in Fall 2025 and through calendar year 2026 as described by the project phasing and the Bid Documents.
