The City of Columbia, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering/architectural firm to provide services related to the design and installation of facility upgrades and renovations to the Columbia Aquatics & Recreation Center (ARC) located at 1446 Oak Springs Drive, Columbia, TN 38401. Responsibilities of the professional consultant architectural/engineering firm may include, but are not limited to: o Field Investigation required for the design work o Evaluation of the roof system and recommendations for replacement o Additions and/or relocations of walls and doorways o Evaluation of the existing facilities and design of renovations/alterations o Additions and/or renovation of restroom facilities o Evaluation/design of aquatic facilities renovations o Exploration of energy efficiency upgrades and design/implementation o Design of plans and specifications acceptable to the City of Columbia o Attend necessary meetings associated with designs and approvals o Provide overall project management o Prepare construction documents o Assist in the construction bidding process o Establish and attend pre-construction conference o Provide construction inspections, including all testing and reporting o Identify and write grant applications for possible funding sources, if needed. The qualifications shall indicate the scope of services to be completed by any sub-consultants. The project will be a lump sum contract negotiated with the highest ranked, most qualified firm. Payments will be based on the terms of the negotiated contract. If necessary, the City will create a short-list of consultants for in-person interviews. Criteria for the interview will be provided to the selected firms at the time the short-list is finalized. If the Phase II Evaluation is necessary, the in-person interview score will be averaged with the Phase I score to generate a composite score. The scores from both phases will be weighed equally (e.g. 50/50).
