The City of Lawrence is seeking proposals from qualified contractors to provide comprehensive cleanup services for the Spicket River & City Waterways. The selected organization/contractor will be responsible for the removal of debris, trash, trees, and any other pollutants from specified sections of the river to improve its environmental health and aesthetic value. Scope of Services The following services are required in the Spicket River from Broadway to Fulton St.: - Utilize flat bottom boats and wading techniques to extract tires, discarded shopping carts, mattresses, appliances, and other large debris from the river. - Clean and remove all trash and debris from the river and shorelines, including floatable items and hypodermic needles. - Clean and remove all trees that have fallen into the river and/or would impede the boat from traveling through the river. - Selectively cut out brush and invasive vines that are choking and killing local trees along the riverbanks. - Address blockages that are obstructing the flow of the river and collect large pieces of trash and or debris, as well as fallen trees. - Ensure all collected waste is hauled back to the organization's facility and disposed of properly, in compliance with environmental regulations. Provide a written report upon request detailing the date, times, tonnage and a description of debris removed as well as photo documentation. - Provide trained employees capable of handling and disposing of hazardous materials such as hypodermic needles. Project Duration The project shall not exceed 90 days. Proposal Submission Interested contractors are invited to submit a proposal that includes: - An overview of the organization and its qualifications. - A detailed plan for how the organization will execute the cleanup services, including equipment and safety procedures. - A timeline for the completion of the project. - A budget that outlines the costs associated with the project (must be submitted in a separate sealed envelope labeled COST PROPOSAL) - Proof of previous experience in similar projects and the ability to handle hazardous materials. - References from past clients or partners. Evaluation Criteria Proposals will be evaluated based on the organization's experience, proposed methodology, feasibility of the timeline, cost-effectiveness, and the overall impact on the Spicket River's environmental health.
