Site work, paving and renovation of a mixed-use development in Whitehall, Ohio. Completed plans call for site work for a sidewalk / parking lot; for the renovation of a municipal facility; for paving for a sidewalk / parking lot; and municipal facility.

This project includes the removal and replacement of the existing steel posts along the perimeter of the building, miscellaneous concrete repair work to the elevated slab and slab edges, landscape improvements, the removal of the existing ADA ramp at the rear of the property, the replacement of the existing monumental entrance stairs and the addition of an ADA ramp at the front of the building. All work is to be completed under a General Contract. The completion date for all work under this project is December 1, 2025. Question Deadline - 04/25/2025 at 2:00 PM ET. Allows zero unit prices and Labor No ,Allows negative unit prices and Labor No. The work shall commence within thirty (30) calendar days after signing of the Notice to Proceed and must be completed within one hundred eighty (180) consecutive calendar days for the Base Bid described in the bidding and contract documents. In compliance with Section 153.08 of the Ohio Revised Code and Section 153:1-8-01 of the Ohio Administrative Code, Bids for this Project are being received, opened, and published through electronic means using the State's electronic bidding service. Bidders may submit requests for consideration of a proposed Substitution for a specified product, equipment, or service to the Architect/Engineer ("A/E") no later than 10 days prior to the bid opening. Additional products, equipment, and services may be accepted as approved Substitutions only by written Addendum. From time to time, the Commission issues new editions of the "State of Ohio Standard Requirements for Public Facility Construction" and may issue interim changes. Bidders must submit Bids that comply with the version of the Standard Requirements included in the Contract Documents. Prevailing Wage rates and Equal Employment Opportunity requirements are applicable to this Project. The Bidder may be subject to a Pre-Award Affirmative Action Compliance Review in accordance with Section 123:2-5-01 of the Ohio Administrative Code including a review of the Bidder's employment records and an on-site review. The Bidder must indicate on the electronic Bid Form, the locations where its services will be performed in the spaces provided or by attachment in accordance with the requirements of Executive Order 2019-12D related to providing services only within the United States and the requirements of Executive Order 2022- 02D prohibiting purchases from or investment in any Russian institution or company. Failure to do so may cause the Bid to be rejected as non-responsive. Project consists of an Exterior renovation to exterior walk around building including structural repairs to concrete deck, and additional site improvement. Additional site improvements include new ADA entrance ramp, new exterior stair and entry plaza. Bid security shall be submitted with each bid in the amount of 10 percent of the bid amount. Pre bid Meeting: See Document 002513 "Pre bid Meetings." AIA Document A701, "Instructions to Bidders," is hereby incorporated into the Procurement and Contracting Requirements by reference. A copy of AIA Document A701, "Instructions to Bidders," is bound in this Project Manual. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. The EDGE Participation Goal for the Project is five (5.0) percent. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. All RFIs should be submitted by 10:00 am on May 5th, 2025 as per ADDA 4.
