additional site visit note: All prospective contractors are to be assembled at Caltrans, Batavia Maintenance Station located at 1808 North Batavia Street, Orange, CA 92865, at 10:00 a.m. Bidders must sign in (on the sheet provided) upon arrival and sign out upon completion of the walk-through activities. Caltrans will conduct the site inspection of the facilities and disseminate any additional information to participants, if necessary. Detailed Description of Work A. Existing Conditions The Batavia MS roofing and electrical as-built are provided in Attachment 2, Batavia Maintenance Station As-Built. Photos of the existing roof and solar system are provided in Attachment 3, Existing Roof and Solar System. B. General Electrical and Solar System 1) Contractor shall properly remove and legally dispose of solar panel system on building in order to replace the roof system. Location of solar system is shown in Attachment 4, Location of Solar System. 2) Contractor shall have a C-10 Electrical license with specialized knowledge in both solar systems and commercial electrical system installations for state facilities in order to safely remove, disconnect, and dispose or repurpose the solar system equipment. 3) Contractor shall decommission the existing 3-Phase Inverter, and the main electrical service panel shall be restored to its original state. This shall occur with minimal disruption to regular work activities at the maintenance station. 4) All solar system electrical connections leading into the main service panel will be removed and any conduit entry points will be sealed to eliminate potential fire hazards and adhere to electrical safety standards. 5) Contractor shall remove existing conduits running from the inverter to the solar array on the roof. Following the removal of these conduits, contractor will seal all roof penetrations where conduits pass through the roofing system to maintain the integrity of the new roof and prevent future leaks. 6) Contractor shall dispose of applicable electrical components at designated recycling and disposal facilities that are properly licensed to handle such equipment where materials should not be discarded at local waste facilities. 7) Contractor shall be responsible for deliverables and correspondence needed for permit procurement required for State facilities. Contractor shall submit final approved permit documents to Caltrans Contract Manager for records. C. General Roofing 1) Contractor shall supply all equipment, materials, labor, and incidentals necessary to remove and dispose of existing roofing material and furnish and install a GAF Timberline (or equivalent) built-up roofing system. Location of roof replacement is shown in Attachment 5, Location of Roof Replacement. 2) After removal of existing roofing materials, the contractor shall inspect for compromised insulation or decking (from weathering or structural degradation). 3) Contractor shall replace compromised insulation or decking. New insulation or decking shall be equivalent or exceed the original material specifications to maintain the structural integrity of the roof. Actual costs for these unforeseen repairs will be reimbursed based on prior Caltrans Contract Manager approval and on submitted receipts. Unforeseen materials, supplies, and parts shall not exceed two percent (2%) of the subtotal amount. 4) Contractor shall install a 3-layer torch-down application roofing system. Each of the layers will be covered under a warranty. Please see Warranty section for more information. The system will include the following layers: a) Base Sheet: The first layer that adheres directly to the substrate, providing a stable foundation. b) Smooth Cap Sheet: The second layer that adds further protection and enhances the system's resistance to weathering. c) Granular Cap Sheet: The final protective layer, which offers UV resistance and further safeguards against water infiltration and physical wear. 5) Contractor shall install 3-step flashing system around all penetrations (e.g., roof vents, HVAC units, conduit runs, etc.) to prevent water ingress at vulnerable areas and ensure the longevity of the roof in areas with frequent exposure to environmental elements. 6) Contractor will seal roof penetrations with high-quality and commercial grade, long lasting sealants to ensure that no water infiltration occurs over the lifespan of the roof. 7) Contractor shall minimize waste and throwaway costs to roof installation materials. 8) Contractor will be responsible for deliverables and correspondence needed for permit procurement required for State facilities. 7. Materials/Supplies/Parts Contractor will be reimbursed for the actual cost of materials/supplies/parts purchased to be consumed or installed at the work site in performance of the Agreement (including applicable sales tax), without additional allowance for markup. No additional compensation will be made for the cost to acquire, store, or deliver any purchased items. Cost of materials/supplies/parts are to be substantiated by submitting a copy of the appropriately signed original invoice verifying the actual cost. Total expenditures for materials/supplies/parts shall not exceed the amount set forth in Attachment 1. 8. General Contractor Responsibilities A. Contractor shall ensure that only qualified and competent employee(s) are permitted on the job site and that the work shall be safely performed by the highest industry standards, in the sole opinion of Caltrans Contract Manager. Contractor shall take all the necessary precautions to prevent injury or hazard to Caltrans employee(s), invitee(s) and/or the general public. B. Contractor shall avoid causing unreasonable inconvenience (in the sole opinion of Caltrans Contract Manager) to any person(s) doing business on Caltrans property. C. In the event Contractor's operation creates a condition hazardous to Caltrans property, its occupants, or the general public, Contractor shall provide warning signs alerting to any dangerous conditions at Contractor's own expense and without cost to Caltrans. D. If at any time, Contractor's operations are determined to be hazardous for environmental or safety reasons, Caltrans Contract Manager may shut down Contractor's operations until the problem is remedied. E. Contractor shall provide manufacturer's technical product data submitted for approval. F. Contractor shall deliver roofing materials to site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, and directions for storing and mixing with other components. If the material is required to be stored on-site for a prolonged period due to delays in schedule, Contractor shall take necessary action to protect the material from environmental factors or move the material at no additional cost. If the material is compromised while on-site due to the delays, Contractor shall replace the material at no cost to Caltrans. G. Contractor shall proceed with the roofing work only when existing and forecasted weather conditions will permit work to be performed in accordance with the manufacturer's recommendations and guarantee/warranty requirements. H. Contractor shall be a certified installer authorized by the manufacturer of the roofing system. Contractor shall provide certificate prior to beginning work. I. Contractor shall obtain a State Fire Marshall permit prior to beginning of work. J. During business workdays, Contractor shall ensure entrances are accessible to Caltrans employees and guests at all times. K. Caltrans property shall be secured at all times. No area is available within the work site limits for the exclusive use of Contractor. Contractor shall arrange with Caltrans Contract L. Manager or Maintenance Yard Supervisor for areas to store equipment and materials within the work area. M. Contractor shall have access to building restrooms for the duration of the construction days, during normal business hours. N. Contractor shall attend a preconstruction meeting at the start of the project to present project schedule and discuss any questions prior to construction. 9. Contractor Project Manager Responsibilities A. Contractor Project Manager shall coordinate work-related matters and Contractor's operations under this Agreement. B. In addition to other responsibilities described in this Agreement, Contractor Project Manager shall be responsible for all matters related to Contractor's personnel and sub-contractors including, but not limited to, the following: 1) Ensure deliverables meet the criteria established by the Agreement. 2) Supervise, review, monitor, train, and direct Contractor's and subcontractors' personnel. 3) Include Caltrans Contract Manager in written communications to other Caltrans personnel for any clarification on the Scope of Work. 4) Assign qualified personnel to complete the required work, as specified, in coordination with Caltrans Contract Manager. 5) Administer personnel actions for Contractor personnel and ensure appropriate actions taken for sub-contractor personnel. 6) Implement and maintain quality control procedures to ensure product and service accuracy. 7) Ensure all applicable safety measures are in place. 8) Provide invoices in a timely manner. 9) Review invoices for accuracy and completion before billing to Caltrans. 10) Manage sub-contractors. 11) Ensure the schedules, deliverables and the deliverables' requirements set forth in the Agreement are satisfied. 12) Ensure compliance with the provisions in this Agreement and all specific requirements
