Site work and new construction of a mixed-use development in Oskaloosa, Iowa. Completed plans call for the construction of a 23,356-square-foot, one-story above grade swimming pool; for site work for a swimming pool; fitness / recreation center; and fitness / recreation center.

The City of Oskaloosa has contracted with Carl A Nelson & Company to provide construction management at-risk services to complete the construction of the natatorium space that is part of the newly constructed Oskaloosa YMCA recreation center. The natatorium is approximately 14,000 square feet and contains a recreation swimming pool, a six (6) lane competition swimming pool, and pool storage/mechanical space. The building shell for the natatorium includes precast concrete wall panels, translucent wall panels, steel truss roof framing, long-span acoustic steel deck, and TPO membrane roofing. The building enclosure is complete except for one (1) 12' wide precast wall panel near the deep end of the competition pool, the band of translucent wall panels and roof edge along the top of the west wall, and the exterior door/translucent window opening in the west wall. Carl A Nelson installed a 12' x 14' wide overhead coiling door along the east wall of the natatorium space for access into the building space. Near the end of construction, this opening will be removed and infilled with a precast panel. The two swimming pools are separated by a wall with large glass curtainwall elements. The aluminum curtain wall framing is partially installed, and the glazing has yet to be installed. The concrete basin and deck at the recreation pool have been completed. The concrete basin for the six (6) lane competition pool was partly constructed, deemed deficient, and has been demolished. The building foundations around the perimeter of the competition pool have been exposed and, in some areas, underpinned for several years. The foundations will require additional shoring, and the desiccated soils removed prior to backfilling. The surge pits for both swimming pools have been constructed. The pool mechanical equipment is partially installed. The primary HVAC and dehumidification rooftop units for the natatorium have been installed. Mechanical distribution and ductwork have yet to be completed. The project will also include the completion of the electrical and lighting systems. Ceramic tile on the pool decks and interior finishes will also be included in the project scope. Construction Schedule: August 2025 - August 2026 BP 01 - Vertical & Horizontal Shoring of Building Foundation: Helical piles to support existing foundations vertically. Pile and leg style shoring to support existing foundations horizontally. This will include the excavation and backfill needed to expose the foundation footing to install the shoring systems. - Low Bidder - PCI $748,000 BP 02 - Concrete Pool Basin & Deck: Construction of a six (6) lane competition pool and surrounding pool deck. This includes the placement of crushed stone backfill around the pool basin. Low Bidder - Carl A Nelson & Co. $980,865 BP 03 - General Construction: Procuring and erecting two (2) precast wall panels; completing the installation of aluminum framed openings and glazing; completing the installation of doors, frames, and hardware; completing section of roof assembly, resilient wall base, installation of bleachers, masonry walls and chases, misc. bathroom, and pool specialties, insulated translucent panels, metal fascia and trim. - Low Bidder - Neumann Brothers $884,400 BP 04 - Coating System for Steel Deck, Precast Walls, and Pool Basin(s): Prepare surfaces and paint existing steel trusses and roof decking, prepare surfaces and paint precast walls, and prepare surfaces and paint concrete pool basins, sealed concrete. Low Bidder - Western Specialty $385,000 BP 05 - Tile at Pool Deck & Walls: Provide and place all wall, floor, and tile for pool applications. Includes waterproof membranes, crack-suppression membranes, cementitious backer, metal edge strips and transitions, and flexible water retainer. Low Bidder - Des Moines Marble & Mantel Co. $250,515 BP 06 - Plumbing: Complete building plumbing system and pool mechanical systems as included in the specifications and construction documents. Low Bidder - AMC Mechanical Group $870,650 BP 07 - Mechanical: Complete building mechanical system as included in the specification and construction documents. Low Bidder - AMC Mechanical Group $536,000 BP 08 - Electrical: Complete electrical system including divisions 26, 27, and 28 complete as included in the specifications and construction documents. Low Bidder - Van Maanen Electric $388,938 Carl A. Nelson & Company and the Owner reserves the right to reject any and all submissions if the document is incomplete, falsified, or misleading.
