Bidder questions shall be forwarded to Norfolk Public Schools, Attention: Ms. Heather Medina, ,hmedina2@npsk12.com, with copies to Michael Ross, HBA Architecture & Interior Design miker@hbaonline.com. Period of Contract: The resulting contract shall be from the date of issuance on the Purchase Order or the Notice to Proceed through SEPTEMBER 30, 2025. Norfolk Public Schools (NPS) is a large urban school division in the Norfolk Public School district. The division enrolls a racially and economically diverse population of approximately 30,000 total students supported by a staff of more than 4,600 employees in 52 facilities. The educational philosophy of the division is based on the belief that all children can achieve at high levels and that it is the responsibility of the staff and community to ensure that each child reaches his or her highest potential. The purpose of this Invitation for Bid (IFB) is to solicit sealed bids for a contractor to provide roof removal and replacement services to Norfolk Public Schools (hereinafter referred to as NPS). Bidders responding to this request must be responsible, regularly and practically engaged in providing the goods and/or services requested in this IFB, and possess ample resources for fulfilling requirements as detailed in this IFB. The awarded contractor should also be able to provide reports updating progress, such as a Daily Construction Report (samples may be requested by the awarded contractor), and to attend meetings/briefings with the Owner or the Owner's Representative to review project status. All bidders shall be actively engaged in this field for a period of not less than three (3) years. SUMMARY: The Project consists of the removal and replacing low slope roofing with a new 2-Ply Modified Membrane roofing system at Sewells Point Elementary School totaling approximately 62,038 +/- square feet of roof area. The Owner, Norfolk Public Schools, will furnish the roofing materials (Tremco) for the project. The bidder shall provide all other needed materials not labeled as "provided/furnished by Owner," Norfolk Public Schools. The work of this project includes but is not limited to the following: a. Removal of the existing roof assembly and replacing it with the new specified roof assembly. Primary roofing system materials will be provided by the Owner. b. Installation of metal wall paneling over masonry where indicated. c. Removal and disposal of the hazardous materials that are defined in the contract documents. d. Removal and reinstallation or replacement of Plumbing, Mechanical and Electrical items in support of roofing system removal and replacement. The Contractor shall substantially complete all work by August 18, 2025, in accordance with the Contract Documents. Final Completion shall be September 18, 2025. This date is to be stated in the Agreement between Owner and Contractor, and to execute the Agreement in the form of Norfolk Public Schools Agreement between Owner and Contractor, Latest Edition, if notified of award of the contract within forty-five (45) calendar days after the bid opening date. The Undersigned further agrees, if awarded the contract, to execute and deliver Performance and Labor and Materials Payment Bonds on AIA document A312 and 100% of Contract amount. The deadline for submitting questions under this IFB is 10:00 AM EST, April 30, 2025. Oral comments and/or instructions do not form a part of this IFB. All questions MUST be in the form of an email to Buyer listed on the Cover Page. Bids submitted via fax or email will not be accepted. Questions and Addenda: Bidders shall carefully examine this IFB and any addenda. NPS shall not be responsible for oral clarifications and interpretations. Bidders are responsible for seeking clarifications, in writing, of any ambiguity, conflict, omission, or other errors in the IFB. All questions must be submitted in writing, via email to: hmedina2@nps.k12.va.us. Award Notice May 16, 2025 Each bid shall be accompanied by a bid bond or guarantee of five percent (5%) of the amount of the bid, which shall be a certified check, cash escrow or a bid bond payable to the Treasurer of the Norfolk Public School district. The sureties of all bonds shall be of such surety company or companies as are approved by the State and are authorized to transact business in the District of Virginia. Such bid bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw such bid during the period of 60 days following the opening of bids; that if such bid is accepted, the bidder will accept and perform under the terms of the Invitation for Bids and purchase order or contract. The bid guarantee will be returned upon award of contract. LIQUIDATED DAMAGES: Work shall begin 15 calendar days after receipt of purchase order or contract and all work shall be substantially completed by August 18, 2025. It is hereby understood and agreed by the bidder that time is of the essence in the delivery of supplies, services, materials, or equipment of the character and quality specified in the bid document. In the event these specified supplies, services, materials, or equipment are not delivered by the date specified, there will be deducted, not as a penalty but as liquidated damages, the sum of $500.00 per day for each and every calendar day of delay beyond the time specified; except that if the delivery be delayed by any act, negligence, or default on the part of the District, public enemy, war, embargo, fire, or explosion not caused by the negligence or intentional act of the contractor or his supplier(s), or by riot, sabotage, or labor trouble that results from a cause or causes entirely beyond the control or fault of the contractor or his supplier(s), a reasonable extension of time as the procuring public body deems appropriate may be granted. Upon receipt of a written request and justification for an extension from the contractor, the purchasing office may extend the time for performance of the contract or delivery of goods herein specified at the purchasing office's sole discretion for good cause shown.
