The road district commissioners have the right to refuse any and all bids. All materials and total cost including material and labor of chip and seal. A double layer of chip and seal will be done the first year using 5/8" chips. The next year a single layer of chip and seal will be done using 3/8" chips. Chip and Seal will be done from intersection to intersection. 8" of base rock Cost of field tile, if needed to help drain water off of the road. Money for the total amount needed to complete all of the above will be put in an escrow account before any work is started. At any time there is an added expense to complete the project, payee agrees to pay all expenses that is not a part of what the road district normally would pay. AFTER THE ROAD IS APPROVED TO BE CHIP AND SEALED AND MONEY IS IN ESCROW THE FOLLOWING WILL BE DONE: 1. Roads need to be built according to Lafayette County ordinances, inspected, and approved before chip and seal is applied. These ordinances are available at the County Commission Office. They also need to be built according to Odessa Special Road District ordinances. 2. Four inch field tile will be laid to help drainage. This should be inspected before backfield. Field tile is to be placed 2 to 3 feet under ditch line on upper side of the road. 3. 8 inches of base rock per mile will be used = 5160 Ton. 4. After roads are prepared and approved according to ordinances, they will be set aside for 1 year before chip and seal is applied. 5. Final approval of the road is needed before beginning chip and seal. 6. Double chip and seal will be done. 7. Inspection on road needs to be made after double chip and seal is completed. After approval single layer of chip and seal will be applied the next year. 8. A final inspection will be done. When inspection is approved, the County and the Odessa Special Road District will accepted.
