The City of Valparaiso, Florida (City), through a Request for Qualifications (RFQ), is seeking, to pre-qualify firms to provide general consulting services, specifically engineering services, on an as-needed basis. The City is seeking qualifications from both smaller civil engineering, planning, and architectural firms, and large multidiscipline engineering firms under this RFQ. Selected firms will provide professional consulting services and complete specified engineering projects within their area of expertise for the City. Any questions related to interpretation of scope of work or the bid process shall be addressed to the City Clerk, in writing, in ample time before the period set for the receipt and opening of bids. Inquiries, if received prior to five (5) days of the date set for the receipt of RFQs will be answered and distributed to all firms. The City Commission reserves the right to reject any or all proposals. In the event the City Commission does so, it shall provide in writing to all proposers the reasons for its rejection. The term of the contract shall be for a period of one (1) year, beginning upon the contract execution by the firm and City of Valparaiso, Florida, with a renewal option of up to four (4) successive one-year terms for a maximum possible contract term of five (5) years based on the performance of each consultant selected. After the end of each year, the City shall evaluate each consultant and determine whether one or all the consultants shall be retained.
